Haryana Unveils e-Bhoomi Portal: A 1.7 Million Acre Infrastructure Initiative Transforming Urban Development

Haryana is embarking on a substantial restructuring initiative, focusing on a comprehensive land aggregation effort that encompasses urban areas, industrial centers, and transportation routes.

As per consolidated information from the state’s e-Bhoomi portal and various departmental proposals, a coalition of agencies—including the Haryana Shahari Vikas Pradhikaran (HSVP), Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), Urban Local Bodies, and the Transport Department—are collectively managing one of the most ambitious land acquisition strategies in the state.

This transformation involves an estimated land requirement of approximately 1.7 lakh acres designated for urban development, industrial zones, logistics facilities, and institutional projects throughout Haryana.

This initiative includes Chief Minister Nayab Singh Saini’s budget plan to establish around 849 sectors (residential, commercial, and industrial) across 69 cities in the state. The land expansion strategy is part of a long-term vision aimed at positioning Haryana as a triad of growth: a manufacturing base, a logistics hub for North India, and a satellite urban area for the National Capital Region (NCR).

The e-Bhoomi portal facilitates voluntary land registration for landowners, promoting participation in planned developments, thereby minimizing legal conflicts and enhancing transparency in land dealings. Officials noted, “Haryana is advancing towards the integration of land pooling, digital mapping, and GIS-based planning systems to better align infrastructure needs with agricultural land conversions.”

Urban Local Bodies Minister Vipul Goel stated, “The new sectors in Haryana will be developed under a planned urban expansion framework. This will help eliminate the growth of unregulated or illegal colonies, ensuring that residents have access to residential, commercial, and industrial sectors equipped with essential amenities.”

The majority of land demand is being driven by the Haryana Shahari Vikas Pradhikaran (HSVP), which is leading urban sector development in rapidly growing districts. In Gurugram, for instance, roughly 17,358 acres across around 36 villages have been earmarked for new urban sectors, highlighting the scale of expansion in one of India’s premier corporate and service hubs. Officials mentioned that “this expansion aims to alleviate pressure on existing sectors while establishing new residential, commercial, and institutional areas.”

In the Faridabad–Sohna corridor, HSVP’s plans emphasize well-structured residential and institutional sectors that will align with the southern growth axis of Delhi NCR. Meanwhile, the Ambala region is experiencing a separate expansion initiative of approximately 6,600 acres, focused on enhancing its position as a regional logistics and institutional hub.

Other cities, such as Karnal, Rohtak, Hisar, and Panipat, are included in a wider tier-2 urbanization strategy under HSVP and Urban Local Bodies, where surrounding agricultural lands are gradually being transformed into planned urban sectors.

For significant residential sector developments, the government aims to acquire land in various locations, including Gurugram (36 villages – 17,358 acres), Panchkula (3,914 acres), Panipat (499 acres), Kurukshetra (459 acres), Faridabad (4,500 acres), Hodal (1,729 acres), Karnal (329 acres), Ambala (3,668 acres), Naraingarh (512 acres), Hansi (1,495 acres), and Jind (2,172 acres).

The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) plays a crucial role in the state’s industrial land strategy, concentrating on the development of Industrial Model Townships (IMTs) and sector-specific industrial estates. A notable project is IMT Kharkhoda in Sonipat district, which spans approximately 3,217 acres and is rapidly becoming a significant hub for automobile and manufacturing industries. This township is strategically located along the Delhi–Northern Haryana industrial corridor. Additionally, IMT Manesar in Gurugram continues to grow, being one of North India’s largest industrial centers with further allocations for auto, electronics, and export-oriented sectors. IMT Bawal in Rewari district has emerged as a vital logistics and warehousing center, benefiting from its proximity to the Delhi–Mumbai Industrial Corridor (DMIC) and western freight routes. Furthermore, a new IMT in Naraingarh, Ambala region, has earmarked around 450 acres of farmer-consented land in its initial phase, indicating an expansion of industrial activities into northern Haryana.

State-level policy planning suggests that about 10 proposed Industrial Model Townships will require a combined total of approximately 30,000 to 35,000 acres over multiple phases. “These IMTs are strategically located along key growth corridors like the KMP Expressway, DMIC alignment, and NCR industrial belt, ensuring connectivity to major markets including Delhi, Jaipur, Mumbai, and northern industrial regions,” explained a senior official.

In terms of tier-2 growth, Haryana’s Urban Local Bodies department is increasingly implementing a land pooling urbanization model through the e-Bhoomi platform, enabling landowners to voluntarily register land for planned development. This model is being actively utilized in tier-2 and tier-3 cities such as Karnal, Hisar, Rohtak, Yamunanagar, and Panipat, where peri-urban agricultural land is being integrated into structured development plans. Officials stated that “this approach seeks to minimize urban growth fragmentation, while facilitating mixed-use development zones that blend residential, commercial, and institutional facilities. It also aligns with Haryana’s broader initiative to digitize land records and streamline consent-based acquisition processes.”

A significant portion of the land requirements is also connected to transportation infrastructure projects coordinated by the Public Works Department, the Transport Department, and other relevant agencies.
