On Thursday, the Bharatiya Janata Party (BJP) announced the nomination of Tarun Chugh, a leader from Punjab, for the Rajya Sabha seat representing Madhya Pradesh. This decision has sparked speculation regarding the political future of Union Minister Ravneet Singh Bittu, whose name was absent from the initial list of candidates released ahead of the Rajya Sabha elections scheduled for June 18.
The BJP revealed a total of 11 candidates for the upcoming Rajya Sabha elections, which includes one nominee for a bypoll seat. Chugh, who serves as the party’s national general secretary and is a well-known figure in Punjab’s political landscape, has been chosen to contest from Madhya Pradesh. His nomination comes at a time when questions surrounding Bittu’s political trajectory are increasing, particularly as his current term in the Rajya Sabha is set to conclude by the end of this month.
Former Punjab BJP president Sunil Jakhar, who had been considered a potential candidate for the Rajya Sabha, was also omitted from the BJP’s first list.
Bittu entered the Rajya Sabha through a bypoll in Rajasthan in June 2024, following the resignation of Congress leader K.C. Venugopal, who left the Upper House after winning a Lok Sabha seat from Alappuzha, Kerala. Bittu was elected unopposed to complete the term, which expires on June 22, 2026. However, he has not been included in the BJP’s candidate list for the current elections.
This development is notable as Bittu recently articulated his intention to return to active politics in Punjab after nearly 17 years in Parliament. During a formal ceremony for Kewal Singh Dhillon, the new Punjab BJP president, in Chandigarh on June 3, Bittu stated, “I have spent 17 years in Delhi as a member of both the Lok Sabha and Rajya Sabha. We have been in Delhi for a long time. Now we want to reach every corner of Punjab, engage with the people, and live among them.” He added that decisions about his future would ultimately rest with the party leadership.
Political analysts perceive Bittu’s statements, along with his omission from the Rajya Sabha candidate list, as indicators that the BJP may be positioning him for a more prominent role in Punjab in the lead-up to the 2027 Assembly elections.
Bittu was elected to the Lok Sabha from Anandpur Sahib in 2009 and again from Ludhiana in 2014 and 2019 as a Congress candidate. After joining the BJP prior to the 2024 Lok Sabha elections, he was defeated in Ludhiana by Congress leader Amarinder Singh Raja Warring. Following this, he was appointed to the Union Cabinet and subsequently elected to the Rajya Sabha from Rajasthan.
Chugh’s nomination represents a significant step in the career of a leader who has primarily advanced through organizational roles rather than electoral victories. At 54 years old and holding an MBA, Chugh has previously contested the Amritsar Central Assembly seat in 2012 and 2017 against Congress’ Om Prakash Soni, losing by margins of over 17,000 and 21,000 votes, respectively. Despite these defeats, he has become one of the BJP’s most prominent leaders in Punjab and has held the position of national general secretary since 2018.
Throughout his political journey, Chugh has managed several key organizational responsibilities, including overseeing affairs in Jammu and Kashmir, Ladakh, and Telangana. He has also been involved with the BJP’s Scheduled Caste Morcha and has served as convenor for the Beti Bachao Beti Padhao initiative. Previously, he was in charge of the Andaman and Nicobar Islands, co-managed the Delhi BJP, and supervised organizational matters in Punjab’s Doaba region in 2013.
Recognized for his articulate communication and vigorous campaigning, Chugh is a leading spokesperson for the BJP concerning Punjab-related issues. He gained recent attention for collaborating with rapper Honey Singh in the party’s anti-drug campaign in Punjab.
Party insiders credit Chugh, alongside Haryana Chief Minister Nayab Singh Saini, with influencing the selection of Kewal Singh Dhillon as president of the Punjab BJP. Chugh was present during Dhillon’s official assumption of the role in Chandigarh on June 3.
The Rajya Sabha elections for 24 retiring members and three bypoll vacancies are slated for June 18, with June 8 being the final date for submitting nominations.
