In an effort to prevent a recurrence of the Mukhyamantri Majhi Ladki Bahin Yojana controversy, the Maharashtra government is set to unveil the initial list of beneficiaries for its prominent Punyashlok Ahilyadevi Holkar Farm Loan Waiver Scheme on Wednesday. This announcement comes alongside a new round of eligibility assessments, which will include checks against Income Tax records.

Officials indicated that approximately 25 lakh potential beneficiaries’ names have been submitted to the Income Tax Department to filter out farmers who fall under the category of income tax payers, thus disqualifying them from receiving benefits under the scheme. A senior official from the Cooperation Department confirmed, “The Income Tax department has been provided with the list of probable beneficiaries. Those identified as income tax payers will be removed prior to the release of the final list.”

On Tuesday, Chief Minister Devendra Fadnavis announced that the Cooperation Department was in the final stages of preparing the list, which is expected to be published on Wednesday. Agriculture Minister Dattatray Bharne added that the government aims for eligible farmers to start accessing benefits by the end of July. Under this scheme, the state will waive crop loans of up to Rs 2 lakh. It is estimated that around 56 lakh farmers will benefit, with the initiative costing Rs 36,585 crore, of which Rs 20,000 crore has already been allocated through supplementary demands.

Officials have noted that the verification process for this scheme is far more stringent compared to the previous Ladki Bahin scheme. In addition to the scrutiny of Income Tax records, farmers who are shortlisted will need to confirm the accuracy of the details submitted by banks before the final list of beneficiaries is published. These additional checks were implemented in response to the earlier controversy surrounding the Ladki Bahin scheme, which faced criticism for distributing benefits before comprehensive eligibility verification. A thorough state-wide review led to the exclusion of numerous beneficiaries who were found ineligible or who had not completed the necessary verification steps.

The rollout of the farm loan waiver has faced delays, with the government initially aiming for a June 30 implementation, later pushing back the deadline to July 5 during the Monsoon Session. Officials believe that the waiver process will gain momentum following the release of the first beneficiary list on Wednesday. The scheme received Cabinet approval on June 2 and was subsequently expanded during the Monsoon Session.
