Glenn Youngkin, the former governor of Virginia, is establishing a new conservative policy organization, marking his first significant initiative since leaving office in January. This organization, named Empowering America’s Parents, aims to enhance awareness of the Education Freedom Tax Credit, a federal scholarship tax credit that has been implemented in 30 states.
The newly formed group intends to focus its efforts on the 20 states that have yet to adopt this program, launching a multimillion-dollar advertising initiative to promote its benefits, as reported by a source familiar with the group’s strategic planning.
Key states targeted for outreach include Michigan, Arizona, Wisconsin, and Pennsylvania, all of which are critical battlegrounds that supported Donald Trump in the 2024 presidential election.
Scheduled to commence in January 2027, the tax credit program allows taxpayers to contribute up to $1,700 to organizations that grant scholarships in participating states, in return for a federal income tax credit. Advocates argue that this initiative fosters scholarships aimed at K–12 educational expenses.
An insider noted that internal polling revealed a significant lack of awareness regarding these tax credits, presenting an opportunity to inform voters about the program’s advantages.
The organization plans to “aggressively target persuadable voters, particularly in suburban areas who are advocates of school choice,” according to a source familiar with the group’s internal strategies.
This announcement comes at a time when there is speculation regarding potential Republican candidates for the 2028 presidential election. Youngkin, who possesses a substantial donor network and has not yet clearly defined his political ambitions, mentioned in an April interview with Fox News’ Sean Hannity that he feels he has “more to give” concerning his political future.
