Ukrainian President Volodymyr Zelenskyy criticized the nation’s Security Service (SBU) and Military Intelligence (GUR) following a shootout in Kyiv that reportedly resulted in injuries to three officers. The SBU serves as Ukraine’s domestic security agency, comparable to the FBI or MI5, while the GUR, also known as HUR, functions alongside the armed forces, carrying out military operations and special missions. Reports indicate that the altercation arose after the SBU detained a leader of an anti-Kremlin Russian unit, which operates in support of Ukraine under GUR’s oversight. Zelenskyy condemned the incident as “absolutely shameful,” announcing the involvement of prosecutors and investigators, and the dismissal of a senior SBU official. He emphasized, “In Ukraine, firearms should only be used against Russian occupiers to defend our nation. Our country will not tolerate any other kind of gunfire.”
On Wednesday, Russian drones targeted central Kyiv for the seventh consecutive day, with explosions reverberating early Thursday morning. The previous day’s attacks resulted in 11 injuries, along with damage to residential and university structures. Russian forces also launched missile and drone strikes on power facilities in the southern Odesa region, causing power outages for over 350,000 households. In the southeastern city of Dnipro, two fatalities and eight injuries were reported due to strikes that damaged food storage and educational buildings, according to the local governor.
In a separate development, Norway has confiscated a Russian cruise ship due to unpaid reparations related to the unlawful annexation of Crimea. A tribunal in The Hague had ordered Russia in April 2023 to pay Naftogaz $4.22 billion for confiscated assets in Crimea following the invasion. Naftogaz, the state-owned Ukrainian oil and gas company, stated that the confiscation was mandated by the Nord-Troms and Senja district court on August 31. The ship, named Professor Molchanov, is owned by Russia and operates commercial cruises, including trips to the Norwegian archipelago of Svalbard.
Ukraine has appealed to the International Civil Aviation Organization (ICAO) and its member nations to prohibit their airlines from utilizing Russian airspace. This request follows Zelenskyy’s warning that the airspace was becoming increasingly perilous due to Ukrainian drone activity. In its correspondence, Ukraine urged ICAO members to impose a complete ban on civil aircraft operations within Russian airspace. In response, the ICAO has called for its members to prioritize the safety of civilian aviation, citing military technologies that pose risks, such as long-range weapon systems, unmanned aircraft, and advanced air defense systems.
Marco Rubio, the U.S. Secretary of State, stated that it may take Ukraine several years to initiate the production of Patriot air defense systems, indicating that this is not an immediate remedy for Kyiv’s challenges. He noted the complexity of these advanced weapons and confirmed ongoing negotiations with Ukraine regarding the licensed production of Patriot missiles. Rubio mentioned that while the need for air interceptors is critical globally, U.S. priorities must take precedence. “This has become the primary defense requirement not just for Ukraine, but worldwide,” he remarked, highlighting the situation in the Middle East amid the U.S.-Israeli conflict with Iran.
In light of evolving Russian tactics, Zelenskyy announced that Ukraine’s air raid alert system will be revised to consist of two tiers: red for missile threats and yellow for drone alerts. This change aims to enhance predictability and improve public response. Additionally, he indicated that curfew hours would be shortened and alternative above-ground transportation options would be provided to make up for the suspension of metro services. Zelenskyy described these adjustments as necessary given Russia’s strategic use of drones to undermine civilian life and disrupt normal economic activities across Ukraine.
Belgium has continued to obstruct EU initiatives to allocate €200 billion in frozen Russian assets for Ukraine’s support. As a result, EU members have resorted to providing Ukraine with a €90 billion loan from their own resources. However, as this fund diminishes, four countries have advocated reopening discussions concerning the frozen assets. Belgian Foreign Minister Maxime Prevot stated the government’s stance remains unchanged, expressing concerns that utilizing these assets through a confiscation-like process poses significant risks. EU foreign policy chief Kaja Kallas, following ministerial discussions in Ireland, asserted that any additional funding for Ukraine should ultimately be sourced from Russia, indicating that member states would continue to revisit the topic of frozen assets.
The UK’s Office of Financial Sanctions Implementation (OFSI) has imposed a £4.7 million (approximately $6.35 million) fine on Citibank due to lapses that allowed banned Russian entities to access funds. The violations predominantly occurred between February and November 2022, as reported by OFSI. The London branch of Citibank processed 970 transactions totaling £19.7 million, some of which involved Russian state-owned shipping company PJSC Sovcomflot, as well as Alfa-Bank, PJSC Gazprombank, and Credit Bank of Moscow. The agency noted that there was no evidence of intent to violate sanctions by Citibank, which voluntarily disclosed most of the infractions. A spokesperson for Citibank stated that the bank takes compliance with sanctions seriously and welcomed the resolution of the case.
