Recent developments regarding Xbox Game Pass subscriptions have generated mixed reactions among gamers. On Thursday, September 3, Microsoft revealed plans to extend access to Xbox Cloud Gaming for users without a Game Pass subscription, starting in November 2026. This change will allow individuals to utilize the service on a pay-per-use basis, accommodating those who do not engage with cloud gaming frequently enough to justify a monthly fee.

As part of this transition, Microsoft is implementing significant monthly usage caps for both existing and new Game Pass subscribers. For those subscribed to Game Pass Ultimate, which costs Rs 1,089 per month, cloud gaming will now be restricted to 15 hours each month. This limitation could compel subscribers to consider purchasing additional gaming hours separately or to reduce their reliance on cloud gaming altogether.

This strategy aligns with Microsoft’s broader objective to expand its Xbox ecosystem, particularly in the realms of cloud and mobile gaming. Asha Sharma, the newly appointed CEO of Xbox, has set an ambitious target of growing the platform’s daily user base to one billion individuals.

In previous attempts, Microsoft had contemplated launching an Xbox mobile storefront, allowing users to buy Xbox games directly and stream them on their devices immediately. In a recent blog post, the Xbox team explained that these changes are necessary due to the rising costs associated with providing cloud gaming services as user engagement increases.

According to Microsoft, players will have the opportunity to purchase cloud gaming hours through the Xbox Store, which will enable them to stream eligible games on compatible devices. This new option is particularly aimed at those who prefer occasional access to cloud gaming without the commitment of a recurring Game Pass subscription.

The company acknowledged that the introduction of these limits represents a significant shift, especially for users who typically enjoy extended cloud gaming sessions. Microsoft anticipates that approximately four percent of Game Pass subscribers will be affected by this change. Additionally, reports indicate that the company is experimenting with a free, ad-supported version of cloud gaming for Xbox Insiders.

Microsoft initially expanded its cloud gaming service in 2025 to include Xbox Game Pass Premium and Essential tiers beyond just Ultimate subscribers. Previously, all Game Pass plans featured unlimited access to cloud gaming, which was a significant selling point for subscribers. However, starting in November, users accustomed to this feature may need to consider purchasing extra gaming hours.

Under the new structure, Game Pass Ultimate subscribers will face a limit of 15 hours, while Premium subscribers will have access to 10 hours, and Essential subscribers will be restricted to just five hours per month. Should subscribers exhaust their allotted hours, they will need to acquire additional cloud gaming time in hourly bundles available on the Xbox Store. Unused hours will carry over to the subsequent month, although specific pricing details remain undisclosed.
