Mark Dennis was apprehended in January upon returning to Australia from Cambodia, where he had visited a property associated with Sunrise Cambodia. He faced charges related to the possession and distribution of child abuse material but tragically passed away before he could enter a plea.
Investigations by both Australian and Cambodian authorities are currently focused on Dennis and his potential connections, particularly regarding his ties to the notable charity Sunrise Cambodia. This inquiry follows his death after facing serious allegations of child abuse material possession.
According to reports from ABC Investigations and Background Briefing, the Australian Federal Police (AFP) and Cambodian National Police are actively pursuing a child protection case involving individuals linked to Dennis. From 2018 to 2020, Dennis served as the chairman of the Australian Cambodian Foundation, which collected donations for Sunrise Cambodia, claiming he had visited the Kandal orphanage annually since 2008.
A representative from Sunrise Cambodia stated that the organization was unaware of any ongoing investigation and had been informed by law enforcement that no current or former child in their care was involved in Dennis’s arrest.
Dennis was charged after being detained at Sydney Airport while returning from Cambodia, where he had visited the orphanage. During his bail hearing, a prosecutor revealed that police had discovered a Dropbox account linked to multiple devices, which allegedly contained incriminating material. The prosecutor also mentioned that Dennis had engaged in online conversations expressing sexual interest in minors.
During these proceedings, the prosecutor highlighted the severity of the offenses, stating that Dennis had shown a “desire to rape” a minor and had possessed explicit images of a child. He was subsequently released on strict conditions, including restrictions on internet use and contact with individuals under 16 years old. However, he was found deceased in his home under circumstances that were deemed non-suspicious prior to any legal proceedings taking place.
Major General Chhuo Chanthan, head of the Cambodian National Police’s Transnational Crime Team, confirmed in June that the investigation into Dennis’s network was ongoing, emphasizing that those associated with him in Cambodia remain subjects of interest. The Cambodian Ministry of Interior later stated that the investigation remains “ongoing and confidential,” preventing further disclosure of information.
Following Dennis’s death, the AFP dedicated an officer full-time to the ongoing investigation, dubbed Operation Queenstown, which has reportedly uncovered a significant amount of material. Documents obtained by ABC reveal that Dennis denied possessing child abuse material during his police interview but did not formally plead to any charges.
Allegations included using a communication service to transmit child abuse material via WhatsApp messages. Some details regarding these communications were redacted due to the ongoing investigation by Cambodian authorities.
In a raid at a property in Sydney, police discovered an iPad with a note indicating that its contents would delete if it connected to the internet. This property belonged to a prominent criminal barrister, highlighting the complexities and far-reaching implications of the case.
An AFP spokesperson commented on the intricacies of investigating alleged crimes across borders, noting their cooperation with international law enforcement to address serious criminal allegations. They requested that anyone with relevant information related to Operation Queenstown come forward.
Sunrise Cambodia, founded by well-known philanthropist Geraldine Cox in 1993, has been instrumental in supporting disadvantaged children in Cambodia. It is important to note that there is no indication that Ms. Cox is under investigation or suspected of any wrongdoing.
Tracey Shelton, the country director of Sunrise, who previously worked as a journalist for ABC and was appointed to her current role in 2021, stated that there had been no negative reports regarding Dennis during his involvement with the organization. She acknowledged Dennis’s esteemed reputation as a barrister in Sydney but emphasized that Sunrise Cambodia enforces stringent child protection policies applicable to all individuals. Management has reached out to children sponsored by Dennis following his passing.
