The Ministry of Education has conducted a review of the preparations for upcoming national examinations in collaboration with senior officials from the National Testing Agency (NTA), focusing on ensuring security during the examinations, enhancing convenience for candidates, and improving coordination within the examination framework.

In a message shared on X, Education Minister Pralhad Joshi highlighted the importance of effective communication, the smooth administration of assessments, and providing a seamless experience for both students and candidates. Additionally, a separate meeting with high-ranking officials from the Department of Higher Education addressed critical matters pertaining to the higher education sector, emphasizing the need for innovation, flexibility, and a student-focused approach.

This review is part of the Ministry’s initiative to develop a national strategy for Computer-Based Testing (CBT), particularly as discussions unfold regarding the potential transition of the National Eligibility-cum-Entrance Test Undergraduate (NEET-UG) from traditional pen-and-paper methods to an online format.

The proposed CBT initiative aims to enhance the number of examination centres, standardize their facilities, and establish a system that can efficiently handle large-scale national entrance exams across the nation.

A senior official from the Ministry noted that this strategy is designed to “bridge the geographic gap” affecting the availability of testing centres and to establish uniform standards for examinations. The model anticipates utilizing various infrastructure sources to meet the demands of extensive examinations.

Currently, NEET-UG is administered in a pen-and-paper format utilizing Optical Mark Recognition (OMR) sheets. While the government is contemplating a move to CBT, a definitive decision will follow the recommendations of the High-Powered Task Force on examination reforms, chaired by Nandan Nilekani.

The suggested transition would entail more than just digitizing the question papers. The government is also evaluating the accessibility of testing centres, the sequence of the transition, and its effects on candidates, particularly those from rural regions, female candidates, and students in areas with limited internet access.

This infrastructure initiative is part of a broader examination reform strategy that addresses security, technological advancements, accessibility, and inclusivity.

The task force led by Nilekani, established in July, has been tasked with recommending extensive reforms regarding the administration, security, design, and governance of public examinations, including those overseen by the NTA. The panel has been engaging with experts and stakeholders while formulating recommendations to enhance the examination system.

The NTA currently oversees several significant examinations in a computer-based format, including JEE-Main, CUET-UG, CUET-PG, UGC-NET, and CSIR-UGC-NET. NEET-UG, which attracts approximately 2.5 million candidates each year, remains one of the largest pen-and-paper assessments handled by the agency.

Implementing a nationwide CBT framework could eventually support the transition of other offline entrance exams to a computer-based format. However, this shift necessitates a sufficient number of centres in each state, standardized equipment, dependable internet connectivity, backup power solutions, and stringent security measures to guarantee uniform examination conditions for all candidates.

The potential move to CBT has garnered attention amid the government’s broader examination reform initiatives, especially following the controversy surrounding the 2024 NEET-UG paper leak. A final decision on the format and timeline for this transition is anticipated after the task force presents its recommendations.
