Understanding the likelihood of ticket confirmation for Indian Railways’ waitlisted passengers is crucial, as two individuals may share the same waitlist number but experience different chances of securing a confirmed berth. This discrepancy arises from the classification of the waitlist, which can fall under various categories such as GNWL, RLWL, PQWL, or TQWL.

Each of these codes signifies a distinct type of waiting list, associated with specific quota systems. Consequently, a ticket categorized as GNWL 20 is not directly comparable to an RLWL 20 or TQWL 20 ticket.

So, which waiting list type offers the highest probability of confirmation? Below is an explanation of GNWL, RLWL, PQWL, and TQWL, highlighting their differences and essential considerations for passengers relying solely on their waitlist positions.

Ticket confirmation on Indian Railways is influenced by various factors. A senior official from the railway department explained to Indianexpress.com that the movement of a waiting list is contingent upon elements such as ticket cancellations and the release of unused quotas.

According to the official, the reservation framework of Indian Railways indicates that these waiting list categories are not interchangeable. They reflect different reservation quotas and accommodation pools, resulting in varied confirmation dynamics.

GNWL, or General Waiting List, is linked to the general quota and typically enjoys the highest probability of confirmation among the various waiting list types. The official noted that GNWL holds an advantage by accessing the main accommodation pool, thereby benefiting from cancellations and the release of unused quotas.

It is important to recognize that RLWL and PQWL are confirmed only after the General Waiting List, which provides GNWL with a structural edge over these smaller quota-based waiting lists. However, this does not imply that a GNWL 100 ticket is inherently superior to an RLWL 2 ticket.

Factors such as the specific waiting list number, the train, class of travel, route, date of travel, and anticipated cancellations still play a significant role. Nevertheless, when comparing similar waiting list numbers, GNWL generally offers a more favorable position, as stated by the official.

For passengers booking tickets from significant intermediate stations instead of the originating station, their tickets may fall under the RLWL category. Indian Railways allocates a separate quota for certain important or remote stations along a route.

The fundamental difference lies in the fact that RLWL operates with a smaller, distinct pool of seats, meaning its confirmation largely hinges on cancellations or seat availability within that specific quota. Furthermore, railway reservation regulations prioritize RLWL behind the General Waiting List in confirmation sequences.

According to the official, railway reservation guidelines clarify this hierarchy, indicating that RLWL is processed after the General Waiting List, which further emphasizes that an apparently lower RLWL number should not be automatically equated to the same GNWL number.

PQWL, or Pooled Quota Waiting List, is designated for passengers traveling between specific intermediate stations along a route. Given the limited number of seats in this shared pool, PQWL may progress more slowly compared to the General Waiting List. Its confirmation is similarly subject to cancellations and seat availability within the pooled quota.

Railway reservation policies also rank PQWL after GNWL for confirmation purposes. Thus, a traveler should not assume that “WL 10” signifies the same priority under GNWL and PQWL, as highlighted by the official.

The Tatkal Waitlist, or TQWL, applies when all available seats under the Tatkal quota are booked, prompting further Tatkal requests to be placed on a waiting list. This quota caters primarily to last-minute travelers, which results in a distinct confirmation process compared to the General Waiting List.

The possibility of a TQWL ticket being confirmed is influenced by cancellations and the availability of berths in the Tatkal quota. The official further noted that passengers should not equate TQWL with GNWL simply based on a smaller waiting list number.

When queried about actual confirmation rates, the official indicated that Indian Railways has previously reported to Parliament that confirmation and cancellation patterns fluctuate based on factors like peak and off-peak travel seasons, train types, journey specifics, and overall passenger demand.

For example, a GNWL 25 ticket on one train might clear successfully, while a GNWL 10 ticket on another highly booked service during a festival could remain uncertain. Other variables, such as travel class, day of the week, boarding and destination stations, cancellations by confirmed passengers, quota releases, additional coaches, and remaining time before departure, also play a role.

The railway official reiterated that GNWL generally provides the most favorable confirmation prospects, while RLWL and PQWL depend on limited quota pools and are processed after the General Waiting List. In contrast, TQWL relies on the availability of berths and cancellations related to the Tatkal quota.

However, the specific waitlist number is still significant. A GNWL 120 ticket cannot be deemed safer than an RLWL 2 ticket simply due to the higher priority of GNWL. A valid comparison necessitates examining the historical and current booking trends of that particular train.

Indian Railways offers an AI-driven tool called RailOne, which predicts the likelihood of confirmation for waitlisted tickets. The organization has reported a rise in the accuracy of its predictions, increasing from 53% to an impressive 94%.

This predictive capability is not entirely new, as Indian Railways had previously implemented a machine-learning-based confirmation prediction system, utilizing historical PNR data.
