During a recent address at the Munich Leaders’ Meeting held in New Delhi, India’s External Affairs Minister S. Jaishankar revealed that the country has progressed from merely advocating for peace to actively engaging in efforts to resolve the ongoing Russia-Ukraine conflict, which has persisted since February 2022. He indicated that India has been in dialogue with both Russia and Ukraine, aiming to contribute positively to issues such as the safety of maritime navigation in the Black Sea, as well as facilitating grain and energy exports, and exploring avenues for potential ceasefire agreements.

Jaishankar’s comments followed remarks from Ukraine’s Foreign Minister Andrii Sybiha, who acknowledged India’s proposal aimed at ending the war, marking a significant step in India’s diplomatic involvement. Jaishankar emphasized that India’s stance on the conflict is clear: the nation seeks a resolution through dialogue and diplomacy. He stated, “We have consistently advocated for peace, and in recent months, we have taken a more active role beyond simple advocacy. Our discussions with both parties focus on various critical issues, starting with shipping safety in the Black Sea and extending to immediate concerns regarding grain and energy exports.”

He further noted the long-standing and robust relationship between India and Russia, which has been nurtured since the 1950s. Jaishankar highlighted that this historical bond is significant, especially considering that Russia has traditionally supported India during times of security challenges. He acknowledged that while the relationship has evolved and diversified over time, encompassing economic, military, and technological dimensions, it remains grounded in a shared legacy.

Jaishankar elaborated on the changing dynamics of international relations, stating, “Relationships evolve; they are refreshed and adapt to new challenges. Today, our relationship with Russia includes substantial trade and investment in addition to military cooperation and energy resources.” He also pointed out the unique perspectives that different nations hold, stating that while Europe may view the global landscape through its own experiences, India’s perspective is shaped by its historical interactions.

On October 1, Russian President Vladimir Putin acknowledged Prime Minister Narendra Modi’s consistent calls for an end to the conflict, noting that India has contributed valuable ideas. Following this, Ukrainian Foreign Minister Sybiha mentioned that Ukraine is prepared to consider a truce regarding energy and agricultural matters in the Black Sea and is open to discussing an unconditional ceasefire along the front lines.

In addition to India’s proposals, other nations such as Turkey, Egypt, and the United States have also presented ceasefire suggestions. Sybiha indicated that Ukraine would agree to a ceasefire conditionally, provided it includes a halt to all military operations and attacks on energy and port infrastructure, addressing the situation in the Black Sea as well.
