In an effort to enhance coastal security, the Maharashtra Police have partnered with the Indian Navy and the Indian Institute of Technology Madras to introduce a mobile application called Marine Domain Awareness (MDA). This app is designed to monitor suspicious vessels along Maharashtra’s coastline, which stretches from Palghar to Sindhudurg.
The primary goal of this initiative is to address significant limitations in the current surveillance framework, which predominantly relies on the Automatic Identification System (AIS). Although AIS is effective in tracking large commercial ships, it is less capable of monitoring smaller vessels, such as fishing and passenger boats, that often lack identification systems. The MDA application, developed by a professor at IIT Madras, aims to fill this void.
With approximately 32,000 boats operating along Maharashtra’s 877-kilometer coastline, including around 28,000 fishing vessels and 4,000 passenger boats, authorities have encountered challenges in differentiating between legitimate Indian vessels and those that may pose security risks.
As part of the new initiative, mobile phones equipped with the MDA app will be distributed to fishermen and passenger boat operators for use on board. The application was initially tested on 100 fishing boats over a month within Indian waters, demonstrating significant effectiveness in tracking movement patterns.
Activity of the vessels will be overseen from a central control room located at the Mahim Sagari Police Station, with plans to establish additional control rooms across seven coastal districts. This setup will facilitate real-time monitoring and enable quicker emergency responses.
Inspector General of Police Rajiv Jain, who is overseeing coastal security in Maharashtra, stated, “This system would greatly improve our surveillance and response capabilities.” He noted that the project has shown success during its trials and that efforts are ongoing to expand server capacity. Jain also mentioned that discussions with the Department of Telecommunications (DoT) are in progress to enhance the connectivity between vessels and control rooms, along with the installation of more coastal towers to bolster network coverage at sea.
Once fully operational, all registered Indian vessels will send identifiable “green” signals to control rooms, whereas any unidentified or suspicious vessels entering Indian waters will trigger a “red” alert for immediate interception. Speed boats from the coastal police, the Indian Coast Guard, and the Indian Navy will be deployed strategically for patrolling and rapid response.
The MDA-Maharashtra app is expected to serve as a national model for enhancing coastal security.

Additionally, the initiative emphasizes community involvement, providing training for fishermen to recognize suspicious activities and contribute to the protection of the coastline.
