Advanced ISI-BKI espionage ring aimed at Delhi’s defense centers dismantled; 11 apprehended across Delhi and Punjab.

The Special Cell of the Delhi Police has reported the dismantling of a cross-state network involved in terrorism, arms trafficking, and espionage, allegedly supported by operatives from Pakistan associated with Babbar Khalsa International (BKI) and the Inter-Services Intelligence (ISI).

Coordinated operations in Delhi and Punjab resulted in the apprehension of 11 individuals, along with the seizure of firearms, surveillance equipment, and other evidence of wrongdoing.

Pramod Singh Kushwah, the Additional Commissioner of Police (Special Cell), stated that the suspects maintained contact with handlers in Pakistan using encrypted messaging services. They were reportedly assigned roles in espionage, reconnaissance of sensitive sites, and facilitating terrorist activities that threatened national security.

In the initial operation conducted by the Northern Range of the Special Cell, six suspects were arrested—three from Punjab and three from Delhi. Investigators discovered nine solar-powered CCTV cameras positioned near key defense and security locations. These cameras were reportedly streaming live footage to handlers in Pakistan through mobile applications. Furthermore, authorities confiscated three PX5 pistols, one homemade firearm, and 24 live rounds. The arrested individuals include Manpreet Singh, Anmol, and Sahil from Punjab, and Atul, Rohit, and Ajay from Delhi.

The second operation, executed by the South-Western Range with intelligence support from military sources, led to the capture of five additional suspects from Punjab. These individuals were allegedly engaged in reconnaissance tasks, including taking and sharing photographs and videos of Army bases and border security facilities. The suspects were identified as Gurjeet Singh, Rimpledeep Singh, Salwinder Singh, Harpreet Singh, and Boota Singh, all hailing from Punjab.

Kushwah indicated that the network was financed through profits from arms smuggling and other illicit activities. “Funds were transferred through UPI accounts and utilized to support espionage efforts, recruit operatives, and install surveillance equipment near high-security areas,” he added.

Senior officials stated that this operation represents a significant achievement in mitigating a substantial threat to national security and averting possible terrorist attacks in the area.

Kushwah noted that investigations suggest the network is part of a broader conspiracy involving cross-border handlers, local operatives, and criminal factions. The accused were reportedly being radicalized and recruited for subversive activities, including orchestrating grenade assaults on security installations—an attempt that has now been effectively thwarted.

The police mentioned that the module’s members were engaged in three primary activities: espionage efforts that involved covert surveillance of military and paramilitary sites, arms trafficking through the distribution of foreign-manufactured weapons under the guidance of handlers in Pakistan, and coordinated planning of terror activities aimed at destabilizing security through potential attacks.

Digital evidence, encompassing photographs, videos, and location information, has been retrieved from the suspects’ devices, bolstering the case against them.

The case has been filed under applicable sections of the Bharatiya Nyaya Sanhita (BNS), and ongoing investigations aim to uncover further connections and identify any absconding suspects.
