Mumbai Faces Rental Shortage: Government to Launch Portal, Establish 100 Courts, and Implement Legal Reforms

Chief Minister Devendra Fadnavis has instructed government officials to develop an effective framework aimed at enhancing the availability of affordable rental housing. He has also proposed legal reforms and modifications to the court system to facilitate more straightforward renting processes and quicker resolution of disputes.

This initiative is in response to the escalating challenges facing Mumbai’s housing market, where soaring property prices have forced a significant portion of the workforce to seek rental accommodations.

During a recent meeting focused on this matter, Fadnavis emphasized the necessity for the government to ensure a sufficient supply of rental homes at fair prices, and that this supply aligns with the growing demand.

He urged officials to establish a system for identifying and organizing available rental properties to optimize their use.

To tackle the issues surrounding the lack of reliable information and transparency, the Chief Minister called for the creation of an online platform.

This portal is intended to showcase available rental properties, present verified information, and streamline the process for residents, thereby minimizing reliance on intermediaries.

Fadnavis also recommended revisions to the implementation of the Maharashtra Rent Control Act of 1999, which has faced criticism for its slow enforcement and protracted dispute resolution times.

He proposed that Deputy Commissioners of Police be appointed as authorized officers under this legislation to increase the number of officials available to address rental issues. He also requested an official notification to enact this change.

A significant concern raised during the meeting was the backlog of rental-related cases pending in courts, many of which take years to conclude.

In response, the state plans to establish 100 specialized courts dedicated to these cases, with retired judges appointed to expedite the proceedings.

The Chief Minister further suggested the possibility of introducing evening court sessions, pending judicial approval, to expedite the resolution of long-standing cases.
