The State Investigation Agency (SIA) in Kashmir announced on Thursday that it has submitted its chargesheet in a terrorism conspiracy case linked to a covert group it refers to as the “Doctors Terror Module.” This group allegedly includes Umar Un Nabi, the physician who drove the vehicle that detonated near the Red Fort in Delhi on November 10, 2025.<\/p>\n
The chargesheet implicates ten individuals in relation to a First Information Report (FIR) filed at the Nowgam police station in Srinagar. The SIA’s document reveals that the group selected Triacetone Triperoxide (TATP), a highly sensitive and volatile explosive that has been used in various international terrorist events, as their explosive of choice due to the relative simplicity of acquiring its precursor materials.<\/p>\n
This investigation commenced in October of the previous year after “provocative posters” attributed to the banned terrorist organization Jaish-e-Mohammad (JeM) appeared in the Nowgam area of Srinagar. The SIA stated that these posters were intended to instill fear in the community, disrupt public order, and challenge the sovereignty and territorial integrity of India.<\/p>\n
Further inquiries indicated that the poster campaign was not merely an isolated incident but a component of a broader, meticulously planned terrorist conspiracy aimed at revitalizing the outlawed group Ansar Ghazwat-ul-Hind (AGuH).<\/p>\n
Officials reported that the accused had created a secretive module engaged in activities such as radicalization, recruitment, and operational planning for potential terrorist attacks throughout the country.<\/p>\n
The chargesheet also indicates that the defendants manipulated the name of JeM to leverage its infamous reputation, thereby creating a psychological effect, while discreetly working towards re-establishing and enhancing the operations of AGuH. This strategy appears to be a “calculated attempt” to deceive security forces and obscure their actual goals, according to the agency.<\/p>\n
Among the individuals implicated in the chargesheet are highly educated professionals, including several doctors, who are accused of spreading extremist content via digital platforms and procuring materials related to explosive creation, even within residential settings.<\/p>\n
The doctors identified in the chargesheet include Muzamil Shakeel Ganaie from Pulwama, Adeel Ahmad Rather from Kulgam, Shaheen Saeed from Lucknow, and Umar Un Nabi, the main suspect who was killed in the Red Fort suicide attack that resulted in the deaths of 15 individuals.<\/p>\n
Others mentioned in the chargesheet are Arif Nisar Dar alias Sahil, Yasir Ul Ashraf Bhat, and Maqsood Ahmad Dar, all hailing from Nowgam, along with cleric Irfan Ahmad Wagay from Shopian, Zameer Ahmad Ahanger from Ganderbal, and Tufail Ahmad Bhat from Srinagar.<\/p>\n
The SIA asserted that its investigation has uncovered “convincing and indisputable evidence,” which includes physical recoveries, digital forensics, scientific evaluations, and corroborative witness testimonies that firmly establish the involvement, active engagement, and coordinated roles of each accused in the conspiracy. “The evidence gathered illustrates the extensive reach and depth of the module,” officials stated.<\/p>\n
