This financial strain has prompted a broader movement for fair compensation, extending to gig workers and domestic helpers.<\/p>\n<p>In response to the mounting frustration, two state governments have swiftly enacted increases in minimum wage rates, marking the first adjustments in over a decade. In Noida, an industrial center where workers clashed with factory owners, the local administration issued indirect warnings to contractors, indicating that any complaints would be dealt with harshly.<\/p>\n<p>Another contributing factor was the circulation of WhatsApp messages in late March, suggesting significant increases in minimum wages due to the newly implemented Labour Codes.<\/p>\n<p>By early April, coinciding with the ongoing crisis in West Asia, workers began inquiring about the anticipated wage increases. The first major protest erupted in Manesar, Haryana, on April 9, when the BJP-led government announced a 35% rise in the base minimum wage, effective from April 1.<\/p>\n<p>This announcement galvanized workers in Noida, located in the outskirts of Delhi-NCR, to assert their demands more forcefully. Following Haryana&#8217;s lead, the BJP government in Uttar Pradesh also declared a provisional increase in minimum wages on April 14, varying by district.<\/p>\n<p>The workers&#8217; unrest can also be attributed to various external and internal disruptions affecting industries, such as the transition to the Goods and Services Tax (GST), the repercussions of the COVID-19 pandemic, and the upheaval caused by U.S.-led trade policies impacting the micro, small, and medium enterprises (MSMEs) sector, which is the main employer for unskilled laborers in India. This thread of discontent is evident in protests occurring not only in Manesar and Noida but also in earlier demonstrations in Barauni, Bihar, and Panipat, Haryana, prior to the war&#8217;s effects.<\/p>\n<p>Data on complaints related to the Minimum Wages Act from &#8216;central sphere&#8217; establishments illustrates the extent of worker grievances. For the 2025-26 financial year, there were 1,192 complaints filed regarding salary issues by contractors or firms up to July of last year. Among these, 44 cases resulted in legal actions, while full salaries were paid in 397 instances.<\/p>\n<p>Notably, the number of salary complaints surged post-COVID, peaking at 4,240 claims in 2023-24. Legal actions were initiated in 132 cases, and full payments were made in 2,451 instances.<\/p>\n<p>Despite the wage increases in Haryana, labor unions are advocating for further adjustments, arguing that the current rates fall short of the Rs 23,196 per month suggested by the State Minimum Wage Committee, which includes labor and industry representatives, in December of the previous year.<\/p>\n<p>\u201cWorkers remain dissatisfied, and although they have returned to work, they will persist in their demand for higher wages. Current wage levels are untenable given the significant rise in the cost of living,\u201d stated Amarjeet Kaur, general secretary of the All India Trade Union Congress (AITUC), in an interview with The Indian Express.<\/p>\n<p>The slow wage growth observed in India&#8217;s informal sector was highlighted in the government\u2019s Annual Survey of Unincorporated Sector Enterprises for 2025, published in March. The survey revealed that salaries in non-agricultural, unincorporated enterprises saw a mere 3.9% increase in 2025, a decline from the 13% rise reported in 2023-24, coinciding with headline retail inflation rates averaging 2.2% in 2025 compared to 5.4% the previous year. Additionally, the sector experienced a drastic reduction in job creation, with only 74.5 lakh jobs added in 2025, down from 1.1 crore in the preceding twelve months.<\/p>\n<p>According to the latest Annual Survey of Industries, which tracks data on India&#8217;s manufacturing sector, wages per worker increased by 5.5% in 2023-24, reaching Rs 2.16 lakh annually, consistent with the previous year\u2019s growth. In contrast, the inflation rate based on the Consumer Price Index for Industrial Workers was reported at 5.2% in 2023-24 and 6.1% in 2022-23.<\/p>\n<p>Workers and labor unions emphasize that their grievances extend beyond wages to include concerns about working hours and conditions.<\/p>\n<p>Employees report that while they are officially compensated for eight hours of daily work, they often labor for 10 to 12 hours with minimal breaks. Safety concerns, especially for women and those in vulnerable positions, have also emerged as critical issues, highlighted by recent incidents involving boiler explosions.<\/p>\n<p>In a recent letter to Uttar Pradesh Chief Minister Yogi Adityanath, Kaur addressed \u201cthe dire conditions of workers due to exploitation,\u201d citing issues such as lack of overtime pay, inadequate workplace safety, absence of essential facilities, and the mistreatment of workers that undermines their dignity.<\/p>\n<p>Kaur noted that female workers have expressed distress over restroom access, particularly during their menstrual cycles, reporting that factory owners respond harshly if they take longer than five minutes for breaks.<\/p>\n<p>The discontent among workers also signifies a deeper struggle against class disparity, which has been exacerbated since the pandemic. During the protests in Noida, a video circulated showing a worker lamenting that while factory owners indulge in luxury cars and multimillion-dollar homes, he and his peers struggle to afford basic necessities like bicycles.<\/p>\n<p>Domestic workers, who gathered in large numbers outside a Noida residential complex following the factory protests, similarly highlighted the stark income gap between themselves and their employers.
