This campaign includes implementing periodic internet blackouts, banning foreign messaging applications, and expanding the authority of the Federal Security Service (FSB), which is Russia’s covert counterintelligence organization.<\/p>\n
Peter Tesch, a former Australian ambassador to Russia, likened this situation to the Soviet period, describing it as “the Soviet era, but on steroids.” President Vladimir Putin justified these actions as necessary for enhancing the “information and digital space” in Russia. Kremlin spokesperson Dmitry Peskov emphasized that these measures are linked to security needs, citing the refusal of several foreign companies to adhere to Russian laws and concerns about potential threats from Ukrainian drones.<\/p>\n
A report from the Institute for the Study of War (ISW) suggests that Putin’s internet restrictions stem from a position of vulnerability. The aim is to manage online narratives, suppress anti-war sentiments, and prepare the nation for a prolonged conflict with Ukraine. Dr. Sascha-Dominik Bachmann, a law and security academic at the University of Canberra, elaborated that this initiative is about increasing control, describing it as “digital repression.” He remarked that the Putin administration seems less confident than it appears, possibly due to a lack of desired outcomes in the ongoing conflict.<\/p>\n
Since the beginning of the year, the Russian government has sporadically disrupted internet services across various regions, a level of interference not seen before. Residents of Moscow have reported difficulties navigating the city during these outages and using their preferred mobile applications. The Kremlin asserts that these internet disruptions are security measures against potential Ukrainian drone attacks, which coincidentally align with significant strikes by Ukraine.<\/p>\n
According to the ISW report, the purpose of these shutdowns appears to be establishing a mechanism that allows the Kremlin to disconnect all or parts of Russia from the internet at will. Tesch noted that these actions extend beyond Ukraine-related issues, emphasizing the Kremlin’s intent to enhance its surveillance capabilities and establish comprehensive oversight.<\/p>\n
While the true motivations behind the internet outages may remain undisclosed, Dr. Bachmann speculated that Putin might be gearing up for a scenario in which he can announce a supposed victory in Ukraine, thereby controlling the narrative to portray it as a success for Russia. By managing internet access, he could mitigate potential backlash and dissent from the public.<\/p>\n
Dr. Filip Slaveski, a senior lecturer in Russian\/Soviet history at the Australian National University, highlighted the delicate balance the Russian government must strike with internet access. He acknowledged that the populace relies on the internet for daily activities, indicating a need for careful management. Nevertheless, he noted an escalation in the government’s efforts, marking a significant intensification of long-standing trends.<\/p>\n
In addition to regulating internet access, the Kremlin is pushing to replace foreign platforms with its state-operated messaging application, MAX. In June 2025, Putin enacted legislation to establish a unified “national messenger” that would integrate various digital services, including financial and commercial functions. Starting in September of the previous year, MAX has been mandated to be pre-installed on all smartphones, tablets, computers, and smart TVs sold in Russia.<\/p>\n
Recently, the Kremlin targeted foreign messaging applications, effectively banning WhatsApp from the Russian internet and imposing restrictions on Telegram. Authorities launched an investigation into Telegram’s founder, Russian national Pavel Durov, in connection with a terrorism case, alleging that Russian soldiers suffered casualties due to Telegram being compromised by Ukrainian and NATO forces\u2014a claim Telegram has denied.<\/p>\n
Durov criticized the Kremlin’s attempts to coerce the public into using MAX, describing the situation as indicative of a state fearful of its citizens. The ban on WhatsApp was attributed to non-compliance with local regulations, an action that the U.S.-based company argued represents a setback for security in Russia.<\/p>\n
The MAX application reportedly possesses capabilities to track user locations, record audio and video, and take screenshots covertly, according to the ISW report. This surveillance apparatus enables the Kremlin to target anonymous critics and maintain control over dominant narratives in the information landscape. Tesch noted that the primary purpose of MAX is to “ensure data accessibility for security and intelligence services,” effectively making it a tool for state oversight.<\/p>\n
As a result, MAX is perceived as a proxy for the state, providing the government with expansive access to the data and digital transactions of Russian users. This development significantly enhances the state’s ability to monitor its citizens by compelling them to utilize a government-endorsed platform.<\/p>\n
Following the invasion of Ukraine in 2022, Russia intensified censorship regulations and empowered the FSB, the modern successor to the KGB. During this period, Putin enacted some of the most stringent laws since Soviet times and has continued to amplify security measures this year.
