Experts advocate for the implementation of community-driven early intervention and prevention initiatives, such as Respect Ballarat, on a national scale.<\/p>\n
Last year’s data indicated that police dealt with 97,800 offenders, marking the highest rate since the inception of national statistics on family and domestic violence in 2019. While experts note that heightened awareness may lead to increased reporting, the figures still show that 78% of these offenders were male.<\/p>\n
In Ballarat, the Victorian government is experimenting with a more proactive strategy to address this pressing issue. The Respect Ballarat program was initiated following the tragic deaths of three local women two years ago.<\/p>\n
The Victorian government has allocated $9.8 million over four years to support this initiative, which emphasizes prevention and early intervention rather than merely responding to incidents after they occur. The program employs a “saturation model,” which disseminates consistent messages about respect and gender equality throughout schools, workplaces, sports clubs, and the broader community.<\/p>\n
Recently, Respect Ballarat announced 11 grant recipients who will implement year-long projects aimed at addressing the root causes of gender-based violence. The grants will provide nearly $100,000 to assist new families in fostering respectful relationships, another $100,000 for a “Respect Round” in a local football netball league, and $200,000 for initiatives targeting the construction and trade sectors.<\/p>\n
Other notable initiatives have included a forum on hyper-masculinity led by Mitch Brown, the first openly bisexual AFL player, a campaign titled “What Kind of Man Do You Want to Be?” that encourages moving away from unhealthy definitions of male success, and workshops teaching individuals how to act as “upstanders” rather than bystanders in situations of disrespect toward women.<\/p>\n
Recent statistics for Ballarat show that in the year ending December 2025, there were 2,953 reported family violence incidents, a slight increase from 2,926 the previous year. Additionally, there has been a rise in the number of women reaching out to support services for assistance.<\/p>\n
Helen Bolton, the chief executive of Respect Ballarat, expressed concern over these figures, noting the context of the three tragic deaths that occurred in the community two years prior. She stated, \u201cThe increase in police-reported family violence incidents and high rates of sexual offences during the 2024-2025 period are concerning, especially given the context of those three deaths.\u201d<\/p>\n
Bolton emphasized that sustained investment in prevention efforts is crucial, asserting that while initial help-seeking statistics may rise before they decline, it demonstrates a growing awareness of violent relationships. \u201cChanging attitudes and behaviors is a long-term endeavor, and we won\u2019t see immediate reductions,\u201d she explained.<\/p>\n
The federal Labor government has invested $9.8 million over four years into the Respect Ballarat program, but Bolton cautioned that achieving meaningful generational change will require a prolonged commitment beyond this initial funding. \u201cWe need a long-term strategy to effectively tackle gendered violence,\u201d she stated, highlighting the necessity for collaborative efforts beyond Ballarat.<\/p>\n
Bolton mentioned ongoing endeavors to secure long-term funding through philanthropic contributions and government support, referencing international research that suggests significant changes in violence rates necessitate focused efforts over a decade.<\/p>\n
Micaela Cronin, the Domestic, Sexual, and Family Violence Commissioner, noted that the Respect Ballarat model could offer valuable insights for similar initiatives nationwide. She remarked that the program is already influencing broader community approaches, including informing the South Australian Royal Commission into Domestic, Family, and Sexual Violence.<\/p>\n
In her 2025 report, Cronin expressed concern that insufficient actions are being taken to combat violence against women and emphasized the importance of prevention starting in childhood. \u201cWe must have a precise and unified focus on addressing the needs of children and young people,\u201d she stated.<\/p>\n
Cronin’s report highlighted a significant disconnect between the knowledge of necessary actions and their implementation at scale, underscoring the urgency for systemic change in addressing domestic, family, and sexual violence.<\/p>\n
