The military actions, including airstrikes and the destruction of infrastructure, contribute millions of tons of greenhouse gas emissions, further threatening an already precarious climate situation. Scientists warn that we are nearing a critical threshold, beyond which uncontrolled global warming may become irreversible. Despite this, leaders of oil-rich nations continue to resist necessary changes to address the climate crisis.<\/p>\n
However, a promising development is emerging on the global stage. At the United Nations COP30 climate summit last November, Saudi Arabia and other oil-dependent nations thwarted efforts to establish a global strategy for phasing out fossil fuels. Notably, the final agreement did not even mention fossil fuels. Yet, the 85 countries that opposed this veto are poised to take action.<\/p>\n
These nations will convene in Colombia on April 28-29 for the First International Conference on the Just Transition Away from Fossil Fuels, aiming to initiate a global shift away from fossil energy sources. Unlike the UN’s consensus-based rules, this conference will operate under a majority rule framework, allowing for progress without being hindered by the vetoes of a few petrostate leaders. The focus of the discussions will shift from political maneuvering to economic realities, leveraging market forces that could lead to the rise of a new economic powerhouse.<\/p>\n
The conference is jointly organized by Colombia and the Netherlands, symbolizing a diverse coalition: Colombia ranks as the fifth-largest coal exporter, while Royal Dutch Shell is among the largest oil corporations globally. The organizers have reached out to countries that supported the roadmap proposal at COP30, as well as influential leaders from subnational governments, including California’s Governor Gavin Newsom, who is anticipated to run for the U.S. presidency in 2028.<\/p>\n
The primary objective of the conference is to draft the roadmap that was impeded at COP30. Energy and environmental ministers from a coalition of supportive governments will share strategies to transition their economies away from fossil fuels while ensuring that workers and communities are not left behind. Climate advocates, Indigenous leaders, trade union representatives, and various civil society members will collaborate to transform the ambitious goal of phasing out fossil fuels into actionable plans.<\/p>\n
One significant area of focus will be on the $7 trillion annually spent by governments on fossil fuel subsidies, with discussions centered on how to eliminate these subsidies without adversely affecting communities reliant on them. UN Secretary-General Ant\u00f3nio Guterres has called for the International Energy Agency to assist in establishing a “global platform” that aligns the decline of fossil fuel investments with the rapid expansion of clean energy alternatives.<\/p>\n
The coalition of nations gathering in Colombia has the potential to act as an economic superpower. The 85 countries that supported the roadmap at COP30 include prominent economies from the Global North, such as Germany, the UK, France, and Spain, as well as major Global South players like Brazil and Mexico. Collectively, these nations represent a staggering gross national product (GNP) of $33.3 trillion, surpassing the GNP of the United States at $30.6 trillion and China’s at $19.4 trillion.<\/p>\n
This substantial economic influence provides the coalition with considerable leverage. If the participants at the Just Transition conference can devise a credible plan for phasing out fossil fuels, it could significantly impact financial markets, government policies, and corporate strategies worldwide. Mohamed Adow, director of the nonprofit Power Shift Africa, emphasized that a coalition of this magnitude signaling its commitment to move away from fossil fuels would send a clear signal that the era of oil, gas, and coal is coming to an end, prompting a shift in investment strategies.<\/p>\n
Historically, significant commitments to climate action, like those made after the 2015 Paris Agreement, have prompted shifts in public and private sector investment. As countries pledged to limit global temperature rise, fossil fuel expansions were curtailed, and renewable energy investments increased. Before the Paris Agreement, projections pointed toward a catastrophic 4\u00b0C increase in temperatures, but five years later, efforts had lowered the trajectory to a projected 2.7\u00b0C, indicating that meaningful change is achievable.<\/p>\n
California’s participation in the coalition could further enhance its economic impact.
