While 123 countries supported the resolution, the United States opposed it, and the United Kingdom chose to abstain from voting.

The Guardian has examined the requests put forth by reparations advocates and the rationale behind them. Over 100 countries experienced colonization by European powers, a process that commenced in the 15th century. At its zenith in the 1920s, the British Empire controlled approximately a quarter of the globe.

Colonialism provided European nations with access to overseas labor, raw materials, captive markets, and soldiers, all of which fueled their economic and social advancement. Proponents of colonialism contend that it also yielded some positive outcomes alongside the numerous detriments faced by colonized populations.

The transatlantic slave trade was integral to European colonial ventures, resulting in the forced migration of millions of Africans to the Americas, where they were subjected to inhumane treatment, including violence, torture, sexual exploitation, and the deprivation of fundamental human rights. This brutal system persisted for around 300 years, often in violation of legal norms.

Nations in Africa, Asia, the Caribbean, and Oceania endured severe consequences from colonialism, including genocide, the loss of ancestral lands, cultural erasure, and ongoing disparities—racial, economic, and ecological—that continue to affect these regions, even in the neocolonial context that succeeded post-colonial independence efforts.

Reparations are intended as both recognition of harm done and a commitment to restoration. Under international law, victims of crimes are entitled to reparations, which can encompass apologies, assurances against recurrence, financial compensation, rehabilitation, comprehensive disclosure, and restitution.

Caricom has allied with the African Union to advocate for reparations, emphasizing that their goal is not to financially cripple Britain with exorbitant demands but to establish a restorative justice framework that benefits all parties involved.

The coalition’s ten-point reparative justice plan includes:

A formal and comprehensive apology.

A development program for Indigenous peoples.

Opportunities for those who wish to repatriate to Africa.

Creation of cultural institutions and restitution of cultural heritage items.

Addressing public health issues linked to historical traumas.

Educational initiatives.

Exchanges of historical and cultural knowledge.

Psychological support aimed at healing intergenerational trauma.

During the forthcoming Commonwealth heads of government meeting in Antigua and Barbuda, King Charles is expected to face demands for an apology. Meanwhile, Jamaica, alongside legal representatives in the UK, is exploring legal avenues for redress.

Following the abolition of slavery in 1833, the UK compensated plantation owners with an amount equivalent to £17 billion today, while the enslaved individuals and their descendants received no compensation.

In the aftermath of the Haitian Revolution, which led to the end of French colonial rule at the turn of the 19th century, France imposed a demand for 150 million francs in reparations, with payments concluding only in 1947.

A recent poll indicated that 60% of respondents believe Caribbean nations and descendants of enslaved individuals should receive an official apology. However, a separate YouGov survey found that 60% of the general public opposed reparations, while 71% of Black adults supported them.

The Scott Trust, which owns the Guardian, committed in 2023 to a restorative justice initiative to address the 19th-century ties of its founders to the transatlantic slave trade in Jamaica and the US, which includes partnerships with descendant communities and an investment exceeding £10 million.

The Church of England has initiated a £100 million project aimed at confronting its historical associations with slavery. The Joseph Rowntree Charitable Trust recently appointed a head of reparations, acknowledging that its founder, Joseph Rowntree, benefited from slavery, indenture, and apartheid.

Lloyd’s of London pledged £52 million towards a “program of initiatives” in 2023 after issuing an apology for its considerable historical involvement, though it has refrained from offering reparations.

The University of Glasgow committed £20 million in 2019, while the University of Cambridge established a £1.5 million Legacies of Enslavement Fund in 2020, following findings that they had significantly profited from slavery.

The UK government has yet to issue a formal apology for slavery or colonialism and maintains its stance against paying reparations.

In its response to the UN resolution, the Foreign Office acknowledged the immense suffering caused by slavery but stated that there is “no obligation to provide reparation” given that such practices were not deemed illegal at the time.

Patrick Robinson, a Jamaican jurist and former international court of justice judge, has asserted that the UK will ultimately be unable to resist the reparations movement, which he believes is mandated by historical and legal precedents. He noted that reparations have been made for other injustices and often in a more expedited manner.

Cristina Duarte, a Cape Verdean politician and UN Secretary-General’s special advisor on Africa, remarked that the systems facilitating colonialism, enslavement, and racial oppression have evolved, creating new forms of economic entrapment for Africa within a global system characterized by ongoing extraction.

The Reform UK party, which leans towards right-wing politics, has announced its intention to cease the issuance of visas to individuals from nations that pursue reparations related to the transatlantic slave trade, coinciding with a growing global movement advocating for reparative justice.
