A collective of prominent former British diplomats has urged the UK government to consider taking action against any firms competing for contracts to develop an illegal Israeli settlement, which they claim aims to bifurcate the West Bank and undermine the viability of Palestine.<\/p>\n
In a letter featured in the Guardian, the 32 ex-ambassadors and high commissioners pointed out that bids for the proposed E1 settlement, which would entail building 3,400 homes on what they refer to as “Palestinian land” as part of Israel’s ongoing annexation efforts in the West Bank, are set to be solicited starting June 1.<\/p>\n
The signatories advocated for the establishment of a UK trade embargo on products and services originating from settlements and proposed the suspension of trade concessions with Israel due to its violations of human rights as outlined in the UK-Israel trade and partnership agreement.<\/p>\n
The letter noted that expressions of disapproval regarding the E1 settlement from nations such as Britain, Germany, France, and Italy fail to dissuade the current Israeli administration, which has become accustomed to facing mere verbal condemnation without tangible repercussions. Among the signers are distinguished figures like Sir David Manning and Sir Peter Westmacott, both former ambassadors to the US; Sir David Richmond, who previously served as the Foreign Office\u2019s director general; and Sir Vincent Fean, a former British consul-general in Jerusalem.<\/p>\n
Recently, German Chancellor Friedrich Merz criticized Israel\u2019s latest initiative for West Bank settlements, labeling it a “significant error” and referring to it as an act of annexation, while calling for a coordinated European response to the E1 project, which some officials have warned poses a serious threat to the viability of the two-state solution.<\/p>\n
In parliamentary discussions last month, Keir Starmer stated that Israeli settlements, including the E1 project, constitute a clear violation of international law and jeopardize the feasibility of a two-state solution. He highlighted the government’s recommendation for the labeling of settlement products to inform consumers and reiterated the commitment to taking necessary actions to defend Palestinian interests and uphold the two-state framework.<\/p>\n
The letter emphasized the need for the UK to take a leading role in this matter. It referenced the Prime Minister\u2019s alignment with the International Court of Justice\u2019s assertion that the 1967 occupation of Gaza, East Jerusalem, and the West Bank is deemed “unlawful.” The letter noted that these territories are recognized as the state of Palestine, a status acknowledged by Britain in collaboration with France, Canada, Australia, and other nations last year.<\/p>\n
It further stated that the UK is in a unique position, given its historical responsibilities and recent decisions, to guide like-minded European and Commonwealth countries by issuing warnings that any companies bidding on contracts related to the E1 settlement could jeopardize their business interests in the UK, halting trade in goods and services with settlements, and suspending trade concessions with Israel for its human rights violations.<\/p>\n
The letter concluded with a call for an end to the unlawful occupation through peaceful means, asserting that without consequences, illegal actions will proliferate, leading to further violence.<\/p>\n
The E1 development plan, which has faced significant opposition from the international community and has been stalled for two decades, aims to expand the existing Jewish settlement of Ma\u2019ale Adumim towards Jerusalem, thereby further isolating occupied East Jerusalem from the West Bank and deepening the divide between the northern and southern regions of the territory.<\/p>\n
