According to official sources, India has reportedly lost interest in hosting the COP33 climate conference planned for 2028. Although India had not submitted a formal bid, Prime Minister Narendra Modi had expressed the country’s willingness to host the event during the COP28 meeting in Dubai back in December 2023.<\/p>\n
The Conference of Parties (COP) is an annual assembly for the parties to the 1994 UN Framework Convention on Climate Change (UNFCCC). It also serves as a gathering for the signatories of the 2015 Paris Agreement and the 1997 Kyoto Protocol, where global strategies for addressing climate change are determined.<\/p>\n
While the specific reasons behind India’s change of stance were not disclosed, it has been suggested that the government has been reconsidering its position for the past year. This shift comes despite the establishment of a dedicated COP33 team within the Ministry of Environment, Forests, and Climate Change, which was formed last year to facilitate preparations for the event.<\/p>\n
Officials recognized that, as the host and President of the conference, India would be expected to lead the global dialogue on climate issues, which might conflict with its national interests on various climate-related matters. Recent global developments in climate policy and other areas have significantly changed the landscape since India initially extended its offer in 2023.<\/p>\n
The COP meetings are rotated among the five UN-designated regions, and India belongs to the Asia-Pacific region, which is due to host the conference in 2028. Typically, the selection of the host is achieved through regional consensus. Although it is common for the host country and city to be determined two years ahead of time, delays can occur due to a lack of candidates or disagreements among nations vying for the opportunity. For instance, during the last COP meeting in Brazil in November 2025, it was decided that the COP31 event would be held in Ankara, Turkey, with co-hosting responsibilities shared with Australia, which also submitted a bid. The upcoming COP32 in 2027 is set to take place in Ethiopia.<\/p>\n
The decision regarding the host for COP33 will be addressed at this year’s climate conference in Turkey. Currently, no other country has made a similar hosting proposal as India had.<\/p>\n
India previously hosted the COP meeting back in 2002, when Delhi organized COP8. However, that event was significantly smaller in scale and received limited attention beyond climate advocacy circles.
