The Victorian government is set to implement new regulations concerning the welfare and management of poultry, particularly in relation to chicken cages. This development has raised concerns among farmers, as caged eggs account for roughly one-third of the country’s total egg production.<\/p>\n
Under the existing animal welfare framework, the government plans to introduce legislation to enforce these new poultry welfare standards, which will phase out conventional laying cages. Beginning mid-year, any new chicken cages constructed in Victoria will be required to integrate nest areas, perches, platforms, and scratching areas to facilitate more natural behaviors for laying hens.<\/p>\n
The updated regulations are in line with national welfare standards, mandating the prohibition of traditional cages by 2036. However, Brian Ahmed, president of the Victorian Farmers Federation’s egg group, expressed that the industry was taken by surprise, noting the lack of prior communication from the government. “We requested a meeting back in June and were assured of further consultation, but have received no updates,” he commented.<\/p>\n
Approximately 32 percent of the national egg supply is generated from caged hens, which are commonly utilized in the hospitality sector and in pre-packaged products like cakes and pastries. In retail settings, caged eggs account for two to six percent of total egg sales. Under the new guidelines, any newly constructed cages must conform to specific space requirements and feature adequate furnishings.<\/p>\n
Ahmed raised concerns regarding investments made by farmers in response to a significant egg shortage experienced over the past year. “Farmers acted swiftly to invest in cages, barn systems, and free-range setups based on existing regulations to ensure an adequate egg supply for consumers,” he explained. While these updated standards will initially only apply to newly built cages, by 2032, all existing cages will need to comply with the new requirements.<\/p>\n
“Farmers need protection for their investments; they cannot spend substantial amounts only to be forced to shut down,” Ahmed added.<\/p>\n
Interestingly, these new poultry regulations emerge as the Victorian government postpones broader reforms of its animal welfare legislation until after the upcoming state elections in November. The proposed Animal Care and Protection Bill aims to replace the Prevention of Cruelty to Animals Act of 1986.<\/p>\n
A spokesperson for the Victorian government stated that the new poultry standards would be enacted under current laws and would not be influenced by the timing of the broader animal welfare bill. “We understand the necessity of maintaining a balance between preventing animal cruelty and ensuring that our agricultural industries can function responsibly and efficiently,” they emphasized.<\/p>\n
Lauren Hemsworth, an associate professor specializing in animal welfare at the University of Melbourne’s Veterinary School, remarked that the new standards would significantly enhance the welfare of hens. “These regulations will enable hens to engage in instinctive behaviors that are linked to positive experiences, such as perching, dust bathing, and nesting,” she noted.<\/p>\n
However, Hemsworth acknowledged that while these changes are beneficial, the caged system will continue to play a crucial role in maintaining a reliable egg supply chain. “Each system has its advantages and disadvantages. Cages provide better climate control and minimize exposure to wild birds, which helps in disease management and health monitoring,” she explained.<\/p>\n
