Upon receiving approval from the IMF Executive Board, Sri Lanka is expected to gain access to approximately $700 million in financial assistance.<\/p>\n<p>The economic initiatives undertaken by Sri Lanka&#8217;s authorities have shown positive results, contributing to the nation&#8217;s recovery with an increase in reserves and a better-than-expected growth in real GDP and revenue collection. Nonetheless, Sri Lanka remains vulnerable to the ongoing conflict in the Middle East and must work on rebuilding effectively following the impact of Cyclone Ditwah.<\/p>\n<p>It is increasingly important to advance reforms in order to protect macroeconomic stability and guide the economy toward a recovery that includes all sectors of society. Enhancing economic resilience is essential for better navigating external shocks in an unpredictable global landscape.<\/p>\n<p>During a mission led by Mr. Evan Papageorgiou, the IMF team visited Sri Lanka between March 26 and April 9, 2026, to assess recent macroeconomic trends and the implementation of financial policies under the EFF. At the conclusion of this mission, Mr. Papageorgiou released a statement detailing the outcomes.<\/p>\n<p>The preliminary agreement reached is contingent on two key conditions: the restoration of cost-recovery pricing for electricity and fuel while ensuring protections for vulnerable populations, and the completion of a review of financing assurances to confirm contributions from multilateral partners and evaluate progress in debt restructuring.<\/p>\n<p>Once the Executive Board review is completed, Sri Lanka will have access to SDR 508 million (approximately $700 million), raising the total IMF financial support disbursed under this arrangement to SDR 1,778 million (around $2.4 billion).<\/p>\n<p>Sri Lanka&#8217;s ambitious reform agenda has continued to yield positive results, with the economy experiencing a year-on-year growth of 5 percent in 2025. Inflation rates have also improved, returning to a positive 2.2 percent year-on-year as of March, and gross official reserves reached $7 billion by the end of March 2026. The fiscal performance for 2025 was robust, largely supported by taxes on motor vehicle imports. Progress in debt restructuring is evident, highlighted by the successful debt exchange of Sri Lankan Airlines and advancements toward finalizing outstanding bilateral agreements.<\/p>\n<p>However, Sri Lanka faces significant risks due to the conflict in the Middle East, which has led to increased energy prices, impacted tourism via disrupted air travel, and affected Sri Lankans employed in the region. In response, authorities have worked to stabilize economic activity by ensuring adequate fuel supplies for households and industries. Additionally, rebuilding efforts following Cyclone Ditwah necessitate addressing infrastructure and expenditure needs. The risks posed by disasters, ongoing trade policy uncertainty, and the Middle Eastern conflict underline the importance of accelerating reform efforts to maintain macroeconomic stability, enhance resilience, and support a recovery that benefits all citizens.<\/p>\n<p>To this end, it is crucial to expand fiscal space through effective revenue measures and disciplined spending practices. This includes continuous improvements in tax compliance, broadening the tax base, reducing revenue leaks, and enhancing public financial management. Maintaining cost-recovery pricing for fuel and electricity while assisting vulnerable groups is essential, alongside vigilance to minimize fiscal risks and uphold fiscal discipline.<\/p>\n<p>As Sri Lanka embarks on rebuilding efforts, it is vital to prioritize projects wisely and ensure transparency and compliance with the Public Financial Management Act in spending. Any fiscal responses to external shocks should be targeted, carefully costed, and time-limited. Protecting the most vulnerable populations, who are disproportionately impacted, should remain a priority, necessitating the enhancement of social safety nets to improve targeting, adequacy, coverage, and responsiveness to shocks.<\/p>\n<p>Monetary policy must remain responsive to data and flexible to protect price stability amid external pressures. The independence of the central bank should be maintained, particularly by avoiding monetary financing of the budget. Rebuilding foreign reserves while allowing for exchange rate flexibility is crucial in the face of global uncertainties. Addressing non-performing loans, promoting healthy credit growth, and resolving vulnerabilities in certain small licensed finance companies will be important for ensuring financial stability.<\/p>\n<p>The release of the 2026 government action plan focused on governance reforms is a positive development; effective execution will further the anti-corruption agenda and bolster economic growth. Upholding the independence of Sri Lanka&#8217;s anti-corruption body (CIABOC), ensuring the reliability of the beneficial ownership registry, and strengthening fiscal governance through sound legislation regarding public-private partnerships, state-owned enterprises, public procurement, and asset management are all critical. Achieving sustainable growth for all Sri Lankans will require steadfast commitment to reforms, including trade liberalization, acceleration of digital initiatives, simplification of business regulations, and modernization of labor laws to alleviate rigidities.<\/p>\n<p>The IMF team conducted meetings with President and Finance Minister Anura Kumara Dissanayake, Labor Minister and Deputy Minister of Finance and Planning Prof. Anil Jayantha Fernando, Deputy Minister of Economic Development Nishantha Jayaweera, Central Bank of Sri Lanka Governor Dr. P. Nandalal Weerasinghe, Treasury Secretary Dr. Harshana Suriyapperuma, Senior Economic Advisor to the President Mr. Duminda Hulangamuwa, Chief Advisor on Digital Economy Dr. Hans Wijayasuriya, Southern Province Governor Prof. Susiripala Manawadu, along with other senior government officials and Central Bank representatives. The IMF team also engaged with parliamentarians, private sector representatives, civil society organizations, and development partners.<\/p>\n<p>The IMF extends its gratitude to the authorities for their excellent cooperation throughout the mission, including during the visit to Galle in the Southern Province.
