Oil plays a crucial role in transporting food from production to consumption and has been integral in enhancing agricultural output since World War II. It also supports our daily shopping needs, except for those who choose to walk or cycle.<\/p>\n<p>This vulnerability became evident during significant events such as Russia&#8217;s invasion of Ukraine in 2022, the oil price surge to $100 per barrel in 2008, and the oil crisis of the 1970s. Recent discussions involving Chancellor Rachel Reeves and Environment Secretary Emma Reynolds with major food retailers indicate their awareness of these issues, but there seems to be a lack of preparedness for effective action.<\/p>\n<p>The UK possesses a wealth of scientific and expert recommendations on addressing food security. My report for the National Preparedness Commission, titled &#8220;Just in Case,&#8221; emphasized the need for diversifying food sources, increasing domestic food production, reducing reliance on oil-based agricultural practices, and involving the public in safeguarding against future shocks. Defense analysts have also been advocating for proactive measures.<\/p>\n<p>To enhance our preparedness, it is essential for political leaders to acknowledge the reality of food security. Recently, the main political concern has been food price inflation rather than the inherent vulnerabilities of the food system. These issues are interconnected, as inflation disproportionately affects low-income individuals. The more pressing concern now is the national food security landscape, especially regarding consumers&#8217; purchasing power. Even if hostilities in the Middle East cease, the repercussions on inflation will persist for months due to our reliance on lengthy and complex supply chains that are susceptible to global disruptions.<\/p>\n<p>What is needed now is the establishment of shorter, more diversified supply chains and stronger incentives for primary producers to grow food locally. Currently, agriculture accounts for just 8.9% of the gross value added in the agri-food sector, with significant profits being divided among retailers, processors, and the hospitality industry.<\/p>\n<p>Furthermore, a defense-oriented approach must be applied to our understanding of food security. My report highlighted that all UK retail food is distributed through a mere 131 distribution centers, which are highly vulnerable to modern threats such as drone warfare. Immediate actions are necessary to shield the food supply from the hybrid warfare risks acknowledged in the government&#8217;s national security strategy from last June. Threats include climate change, ransomware attacks, misinformation campaigns, and targeted disruptions, all of which compromise food supply and, in turn, national strength.<\/p>\n<p>The Department for Environment, Food and Rural Affairs should prioritize the regionalization of food production. Although consumers express a desire for local food, their purchasing patterns often favor global products. It is crucial to recognize that food systems are tied to ecosystems. Many popular fruits in the UK, such as strawberries, tangerines, and bananas, cannot be cultivated domestically, and their transportation relies on oil. Strawberries, for example, can only be grown here for a limited season.<\/p>\n<p>Consumer preferences are misaligned with what can be sustainably produced in a low-carbon manner, necessitating a shift in expectations. Currently, the UK only cultivates 62% of its food needs, with a staggering 83% of its fruit being imported. Revitalizing a regional horticulture sector could provide the economic growth the Treasury seeks. When Rachel Reeves introduced the concept of &#8220;securonomics&#8221; during her Mais lecture at Bayes Business School in 2024, it was hoped that this would signal a move towards enhancing food production. However, progress has been slow.<\/p>\n<p>Alarmingly, one in five individuals in England, Wales, and Northern Ireland currently experiences food insecurity, lacking reliable access to nutritious food. Addressing this inequality should be a priority, as fostering social cohesion enhances our resilience during crises.<\/p>\n<p>The public must also be treated as informed participants in food security discussions. The government&#8217;s Prepare campaign suggests people stockpile non-perishable food and bottled water, which is inadequate advice. We require more comprehensive and practical guidance. The scientific advisory committee on nutrition within the Department of Health and Social Care should develop nutritional guidelines aimed at resilience and propose modern approaches to food rationing. The notion of rationing should not be startling; markets inherently ration resources and often cater only to those with substantial financial means during disruptions.<\/p>\n<p>Moreover, it is essential to reevaluate national and regional food storage strategies. Local authorities and mayors should be empowered to engage the public and establish civil food resilience committees to manage local storage solutions. We should learn from international examples; for instance, Switzerland maintains several months&#8217; worth of essential commodities and is considering extending this to a year. Sweden has initiated similar measures, while China maintains undisclosed quantities of food stockpiles, recognizing the importance of food security. India has also been consolidating its grain reserves, and unlike the UK, its citizens possess a legal right to food.<\/p>\n<p>Lastly, there is a pressing need for more community allotments and support from gardening organizations to enhance consumer skills. The Royal Horticultural Society&#8217;s 2025 State of Gardening report revealed that while 2.5 million individuals have engaged in gardening, over 14 million are interested. Encouraging people to cultivate their own food can significantly benefit collective health and wellbeing. Gardening organizations understand this need but require a clear strategy to utilize available land effectively.
