Residents of Western Australia are urging for enhancements to the state\u2019s emergency alert system following a series of misunderstandings during ex-Tropical Cyclone Narelle last month.<\/p>\n
While an Emergency warning was activated for Dampier, located 15 kilometers away, Karratha remained under a Watch and Act alert, which has led to public outcry.<\/p>\n
The Department of Fire and Emergency Services (DFES) explained that Karratha did not meet the necessary criteria to elevate the warning to Emergency status, a decision that has sparked a petition initiated by a local resident seeking reform.<\/p>\n
Community members in Karratha are demanding a reassessment of warning protocols during cyclonic events, especially after many residents continued with their daily routines despite potentially hazardous conditions posed by ex-Tropical Cyclone Narelle in late March.<\/p>\n
The cyclone impacted parts of Western Australia\u2019s Pilbara and Gascoyne regions, prompting several towns to receive Emergency warnings, the most severe alert issued by DFES.<\/p>\n
Concerns arose when Dampier was designated an Emergency zone, while the larger city of Karratha did not receive the same designation. This inconsistency was especially notable given that during ex-Tropical Cyclone Mitchell in February, Karratha was issued an Emergency warning when wind speeds reached 100 kilometers per hour. In contrast, ex-Tropical Cyclone Narelle resulted in wind gusts of 124 kilometers per hour in Karratha.<\/p>\n
Kristie Grabenhofer, a resident of Karratha, has launched a petition aimed at reviewing the consistency and application of cyclone warnings. So far, her petition has attracted over 500 signatures, including backing from the mayor of Karratha.<\/p>\n
“Anyone who has lived in Karratha for any length of time can attest that the conditions during ex-Tropical Cyclone Narelle were extremely perilous,” Grabenhofer stated. “There appeared to be confusion within the emergency services regarding decision-making responsibilities.”<\/p>\n
She criticized the new emergency system, asserting that it lacks relevance concerning cyclones. “The delivery of warnings was inconsistent, leaving many unsure about the severity of the situation. They could see the dangerous conditions outside yet were misled into thinking it was acceptable to continue their normal activities,” she added.<\/p>\n
The state government introduced the new Australian Warning System (AWS) in 2024, aiming to standardize emergency alerts across the nation. This system features a three-tier alert framework for all natural disasters: Advice, Watch and Act, and Emergency, replacing the former color-coded alert system.<\/p>\n
However, for residents in the Pilbara region, the transition has been challenging, with ex-Tropical Cyclone Narelle underscoring their dissatisfaction. Grabenhofer believes the previous color-coded system was more intuitive for the community. “We all understood the implications of each color: blue indicated we had time, while yellow meant we needed to take immediate action,” she explained.<\/p>\n
Karratha\u2019s Mayor, Daniel Scott, acknowledged that the city has communicated concerns to DFES. “This situation highlights inconsistencies in decision-making processes. It’s the first instance I can recall where the community felt genuinely unsafe due to unexpected decisions,” he remarked.<\/p>\n
Scott emphasized the need for clearer communication regarding the warning system. “Many individuals still refer to the old system, indicating a pressing need for enhanced education on current warning levels, necessary actions, and reliable information sources,” he noted.<\/p>\n
The petition is being supported by WA Nationals member Julie Freeman, who stated that constituents expressed confusion over when to act and the appropriate responses to the alerts. “There\u2019s a significant concern that businesses are uncertain about when they should send workers home or close their doors,” Freeman remarked. “During high-stress situations, such as cyclones, clarity and precise instructions are critical. It\u2019s unreasonable to place the burden of decision-making on businesses alone.”<\/p>\n
In response to inquiries, DFES Deputy Commissioner of Operations Craig Waters provided a written statement, clarifying that Karratha did not fulfill the criteria for an Emergency warning. “Cyclone warning levels are determined by expected wind impacts, not merely isolated gusts, and are based on comprehensive data including forecasts and observed conditions,” Waters explained. “Although extreme wind gusts were documented, they did not persist above the threshold necessary for an Emergency Warning.”<\/p>\n
Waters noted that DFES continuously monitored both Dampier and Karratha and had no reports indicating a need for an evacuation center in Dampier.
