The opportunity to resolve ongoing strikes by resident doctors was undermined when government officials unexpectedly lowered their proposed financial offer, according to the leader of the doctors’ group.<\/p>\n
Dr. Jack Fletcher, who chairs the British Medical Association’s resident doctors’ committee (RDC), accused the government of “playing games,” which led to the initiation of the 15th strike regarding salary and employment conditions. This strike is currently causing disruptions within the National Health Service (NHS).<\/p>\n
Fletcher stated that a last-minute disagreement over funding marked a critical turning point that derailed weeks of negotiations aimed at settling a four-year-long conflict between the parties.<\/p>\n
In a recent interview with the Guardian, Fletcher intensified his criticism of Health Secretary Wes Streeting, alleging that the secretary’s comments about the situation were misleading and have harmed the public’s perception of doctors, portraying them as “bad people” and a significant issue due to their ongoing industrial actions.<\/p>\n
He indicated that resident doctors in England would persist with their strikes until their legal permission to do so expires in August, unless their demands for a 26% salary increase and a substantial rise in available specialist medical training positions are met.<\/p>\n
Fletcher maintained that their demands are “reasonable,” despite the fact that no other public sector groups are pursuing the same comprehensive restoration of pay that they are, which aims to return their salaries to the real-terms value they held in 2008.<\/p>\n
Recent polling suggests that public sentiment, which initially supported the doctors’ pay claims earlier in 2023, has shifted against them. This change comes despite a reported 28.3% increase in their pay over the past three years. The 15 strikes conducted have reportedly cost the NHS approximately \u00a33 billion and led to the rescheduling of hundreds of thousands of appointments and procedures.<\/p>\n
Fletcher expressed skepticism that Streeting would improve his offer in response to strikes, hinting at the possibility of monthly strikes continuing until August, a situation that Sir Jim Mackey, NHS England’s chief, recently warned hospital administrators may have to confront.<\/p>\n
Nonetheless, Fletcher expressed a desire to resume negotiations with the health secretary after the current strike concludes at 7 AM on Monday. NHS trusts have been striving to provide 95% of their usual tests, treatments, and appointments but have faced challenges due to a significant number of staff taking pre-arranged Easter holidays, resulting in the cancellation of various operations, including hip and knee replacements.<\/p>\n
Fletcher contended that the government negotiators jeopardized a potential resolution that had emerged following two months of discussions in January and February. He noted that the setback occurred when ministers unexpectedly reduced their financial offer at the last minute, altering the proposed pay progression framework intended to address the doctors’ 26% pay claim.<\/p>\n
The Department of Health and Social Care (DHSC) refuted Fletcher’s account, claiming that his comments misrepresented the discussions that had taken place.<\/p>\n
The breakdown of negotiations, which led to the BMA halting talks, centered on the anticipated additional earnings for resident doctors through “nodal point reform” and the timeline for such increases. Doctors sought more immediate financial support than the government was willing to offer.<\/p>\n
Fletcher stated that he and other RDC negotiators had invested eight weeks discussing a pay progression structure that could potentially resolve the issue. However, he remarked, “Then right at the last minute they not only reduced the total investment… but also extended the timeline to three years.” He emphasized that this unexpected shift triggered the decision to strike.<\/p>\n
A DHSC spokesperson expressed disappointment that the BMA continues to misrepresent the nature of the negotiations, asserting that the discussions were conducted in good faith.<\/p>\n
The spokesperson clarified that the proposed deal would have resulted in resident doctors being 35.2% better off, on average, compared to four years ago, and was intended to cover a three-year period from the outset.<\/p>\n
They expressed disappointment that the BMA opted to continue with strikes rather than presenting alternative proposals, while reiterating that the secretary of state remains open to dialogue.<\/p>\n
Reports indicate that resident doctors were offered \u00a3700 million in additional pay spread over the next three years, comprising \u00a3150 million for 2026-27, \u00a3250 million for 2027-28, and \u00a3300 million for 2028-29. Fletcher indicated that prior discussions had revolved around a two-year agreement that included higher annual payments.<\/p>\n
Frustrated by what they perceived as a breach of prior agreements, RDC negotiators chose to cease negotiations and proceed with their strike. Fletcher remarked, “Over two years we were discussing numbers that were significantly larger than \u00a3150 million and \u00a3200 million for the first two years. You do not prevent industrial action by manipulating agreements like extending them to three years.”<\/p>\n
However, Fletcher did commend Streeting for taking substantial steps to address the BMA’s concerns regarding resident doctors being left without stable employment in a “gig economy,” particularly following the recent passage of the Medical Training (Prioritisation) Act. This legislation prioritizes UK-trained doctors over international counterparts for the allocation of the 9,600 specialist medical training positions created annually.<\/p>\n
