On Friday, Lok Sabha Speaker Om Birla emphasized his commitment to maintaining neutrality and fairness in Parliament, ensuring that all voices are acknowledged. Speaking at a press conference in Goa during the Commonwealth Parliamentary Association (CPA) India Region Zone-VII Conference, Birla stated, \u201cIt is crucial that all perspectives are represented in Parliament. You may have observed the lengthy debates that extend into the night. Discussions on various Bills frequently exceed the allotted time due to active participation from members. While opinions may vary, given the diverse ideologies of our members, we strive to make sure that every viewpoint is considered during Parliamentary sessions. This is why discussions on each Bill or Motion are often extended beyond the scheduled duration.\u201d<\/p>\n

He further remarked, \u201cI am dedicated to ensuring impartiality and fairness in my role, and it is my duty as Speaker to uphold these principles.\u201d<\/p>\n

During the valedictory session of the conference earlier that day, Birla highlighted the importance of youth engagement in strengthening democracy. He urged young individuals to become more involved in governance to enhance transparency, accountability, and a focus on the people.<\/p>\n

Birla also pointed out the necessity for increased representation of women in legislative roles, stating, \u201cIndian women are achieving remarkable success in numerous fields such as business, education, and science, and their representation in policymaking and legislation should reflect their contributions.\u201d He asserted that greater involvement of women would enhance governance sensitivity, leading to more people-centric policies that address societal needs.<\/p>\n

In discussing the insights shared during the plenary sessions, Birla noted that the three states within CPA Zone VII\u2014Maharashtra, Gujarat, and Goa\u2014have prioritized the development of coastal areas, showcasing effective models for transforming challenges into opportunities.<\/p>\n

At the conference’s closing session, Goa’s governor, Pusapati Ashok Gajapathi Raju, emphasized that legislative institutions must remain vital platforms for policy discussions and public accountability. He warned that frequent interruptions or limited assembly sessions reduce the chances for meaningful debate and hinder legislators’ constitutional responsibilities.<\/p>\n

Raju stated, \u201cIn this context, we must contemplate two essential aspects of legislative operations. First, the number of working days for our legislators; sufficient sessions are necessary to ensure that legislation, financial oversight, and public matters receive proper attention. Second, the productivity and quality of discussions within the House; the time available to legislators must be effectively utilized through informed participation, constructive debates, and serious consideration of issues affecting citizens. In this process, the role of the Opposition is vital. In a parliamentary democracy, the Opposition is not just a political rival; it is a fundamental part of the democratic structure.\u201d<\/p>\n
