During the second week of March, nature vlogger Ilie Cojocari ventured to document the arrival of spring along the Nistru River, located just 70 meters from his residence in Naslavcea, a village at Moldova’s northern border with Ukraine. As he neared the river, he was struck by the unpleasant odor of oil emanating from the water and observed dark patches floating on its surface. It was evident that something was amiss.<\/p>\n
Just two days prior, Russian forces had launched an attack on the Novodnistrovsk hydropower facility, situated 15 miles upstream in Ukraine. Cojocari recounted that the night was restless due to the sounds of shelling. “No one slept in the Ocni\u021ba district that night,” he shared.<\/p>\n
At the time of Cojocari’s filming, there was no official word from either the Ukrainian or Moldovan governments regarding the oil spill. However, shortly after he shared his footage online, he received inquiries from the Ministry of the Environment in Chi\u0219in\u0103u, seeking verification of the authenticity of the video.<\/p>\n
On the following day, the ministry announced that water samples from Naslavcea were being analyzed, and they had reached out to Ukraine to ascertain the source of the contamination. By March 16, nine days after the attack on the hydropower complex, Moldova issued an environmental alert, with President Maia Sandu attributing responsibility to Moscow.<\/p>\n
A crisis center was established to manage the spill and mitigate the pollution. Authorities constructed oil barriers and utilized absorbent materials to contain the spill, while also providing alternative water sources for residents. For many in the area, this situation transcended a mere water contamination issue.<\/p>\n
Moldova has been grappling with the repercussions of war in Ukraine for four years, having seen over 2 million refugees transit through its territory, with 140,000 settling within its borders. Russian drones have breached Moldovan airspace, and attacks on Ukrainian energy infrastructure have resulted in power shortages. Inflation surged to 35% in 2022, currently stabilizing around 5%. In response to an attack on the Isaccea\u2013Vulc\u0103ne\u0219ti power line in Ukraine, Moldova declared an energy emergency on January 31, which limited Chi\u0219in\u0103u’s electricity generation capacity.<\/p>\n
The Nistru River, which originates in the Carpathian Mountains and flows into the Black Sea, supplies 80% of Moldova’s drinking water. Consequently, the spillage of significant amounts of oil into this crucial waterway is considered a national emergency. Oil slicks were reported as far downstream as Dub\u0103sari, over 200 kilometers from where Cojocari first identified the pollution.<\/p>\n
Fortunately, Moldova’s European partners quickly stepped in to provide assistance. As a candidate for EU membership, Moldova received activation of an emergency aid mechanism from Brussels. Romania and Poland dispatched resources to prevent the oil from flowing towards Chi\u0219in\u0103u, which houses a third of the nation’s population and relies almost entirely on the Nistru for its water supply. Other nations also offered support.<\/p>\n
While the immediate threat appears to have been mitigated, awareness has grown regarding the vulnerability of Moldova’s water sources to Russian aggression and the turmoil stemming from its war in Ukraine. Competing narratives within Moldova, driven by pro-European and pro-Russian factions, have fueled confusion about the situation.<\/p>\n
In response to the Nistru crisis, Moldova’s Environment Minister Gheorghe Hajder released several videos aimed directly at the public, reminiscent of President Volodymyr Zelenskyy’s communication style. This contributed to heightened anxieties among citizens about the war’s potential spillover effects. The water crisis served as the most significant evidence of this reality.<\/p>\n
B\u0103l\u021bi, Moldova’s second-largest city with a population of approximately 120,000, was severely impacted by the oil leak. Military and police units were mobilized to distribute water tanks, assisting residents like Irina, a mother of three, in coping with the water shortage.<\/p>\n
Irina shared that she and her husband made daily trips to a nearby well, once in the morning before their children woke and again in the evening after work, to secure water for cooking, cleaning, and drinking. “If there were 20 people in line before me, 50 would follow,” she recounted.<\/p>\n
Due to the water crisis, schools transitioned to online learning, forcing Irina to take time off work to care for her children, aged seven and 13. Even at home, ensuring access to clean water proved challenging, as the store where Irina works quickly sold out of large water bottles.<\/p>\n
When I reached out to Larisa Novac, a member of the Moldovan parliament representing the ruling pro-European Action and Solidarity party (PAS), she characterized the situation as “unprecedented” and labeled it an attack on Moldova’s security.<\/p>\n
Vladimir Zgavordei, the mayor of three villages in the Flore\u0219ti district, which also faced the consequences of the spill, mentioned that in areas lacking wells, he coordinated with firefighters to supply water tanks for livestock.<\/p>\n
Ecologists have raised concerns that the entire food chain could be disrupted, affecting fish and wildlife such as wild ducks, cormorants, and swans. Despite no official reports of wildlife casualties from the authorities, speculation persists. Following social media posts of dead birds along the river, the ministry indicated that laboratory tests attributed the deaths to avian flu or other natural causes.<\/p>\n
By March 18, the barriers installed along the river had managed to stabilize the oil levels in the most impacted areas. It took an additional 48 hours for officials to permit the use of tap water sourced from the Nistru.<\/p>\n
Even though the immediate crisis seems to have lessened, Moldova continues to battle on two fronts: seeking alternative water sources and removing pollutants from the river, all while addressing the skepticism of those who refuse to accept Russia’s role in the situation.<\/p>\n","protected":false},"excerpt":{"rendered":"
