This week, the government announced measures that may lead to a slight reduction in interest rates for some students and graduates with student loans. While high-income earners will benefit from a cap on interest rates set at 6% for the academic year 2026-27, many others may face an increase in the interest charged on their loans starting this autumn, a situation attributed to former President Donald Trump’s policies.<\/p>\n
The ongoing debate surrounding the escalating debts faced by numerous graduates has primarily centered on plan 2 loans. These loans were acquired by students from England who began their university education between September 2012 and July 2023, as well as those from Wales who enrolled after September 2012.<\/p>\n
Many borrowers have monthly deductions from their salaries to repay their loans; however, these payments are often overshadowed by the interest accruing each month, leading to a growing debt burden.<\/p>\n
The government has set a cap on the interest rate for plan 2 student loans effective from September 1, 2023, until August 31, 2027. This 6% cap will also extend to postgraduate loans (plan 3), which are taken out for master’s or doctoral programs by students in England and Wales.<\/p>\n
Graduates under both plan 2 and plan 3 must repay a percentage of their income above a specific threshold, although the repayment structure remains unchanged. The adjustment pertains solely to the interest charged on their loans.<\/p>\n
Each year, the government revises interest rates for student loans based on inflation data, specifically using the Retail Price Index (RPI) for March. Currently, the RPI stands at 3.2%, but the government adds up to an additional 3% depending on the borrower\u2019s income level.<\/p>\n
For plan 2 borrowers, the total interest rate while studying is currently 6.2%. After graduation, the rate varies based on income: those earning over \u00a352,885 are charged the maximum rate of 6.2%, while those earning \u00a329,385 or less are charged 3.2%. Individuals with incomes between these two amounts will pay a rate that falls within this range.<\/p>\n
Similarly, those with postgraduate loans will also incur a 6.2% interest rate, but due to the new cap, no borrower will face an interest rate higher than 6% for the upcoming year. Concerns regarding rising inflation due to the ongoing conflict in Iran have prompted this cap.<\/p>\n
The RPI figure for March 2026 is scheduled for release on April 22, and analysts predict it will exceed last March’s figure of 3.2% due to the conflict. The February rate was 3.6%, and expectations for a decline changed following US military actions in Iran.<\/p>\n
Sanjay Raja, the chief UK economist at Deutsche Bank, noted in an interview with the Guardian that their forecast for the March RPI inflation figure is 3.88%, while broader market predictions suggest a figure of 4.08%.<\/p>\n
If the RPI figure reaches 4%, plan 2 borrowers with incomes below \u00a329,385 will see their interest rate increase from 3.2% to 4%. Conversely, high earners making \u00a352,885 or more will benefit from a slight reduction of 0.2 percentage points, compared to what they would have paid without the cap, which would have been 7%.<\/p>\n
The Institute for Fiscal Studies estimates that, under these circumstances, the cap could reduce the total lifetime loan repayments for high-earning plan 2 borrowers by approximately \u00a3500 in today\u2019s terms. For those earning between the two thresholds, while most will experience a rise in their rates with an RPI of 4%, a few may see a slight decrease due to the cap.<\/p>\n
Tom Allingham, a student loans expert from the website Save the Student, emphasized that the interest rate does not influence monthly repayments, which are solely determined by salary. He remarked, \u201cThe interest affects only the rate at which your balance increases \u2013 and since most plan 2 borrowers will not fully repay their loans before cancellation, this cap will primarily benefit high earners who may settle their debts somewhat sooner.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
