The turmoil surrounding this gold has intensified with significant geopolitical events, including a failed coup in Venezuela and the subsequent U.S. actions against the nation’s leader, adding uncertainty to the future of this wealth. This gold reserve is part of a broader conflict over access to and control of resources centered in Caracas, a city in a nation striving to redefine itself amidst political upheaval.<\/p>\n
The saga of this treasure has unfolded over several decades, with U.S. President Donald Trump recently becoming involved in the situation.<\/p>\n
Legal disputes shrouding the gold<\/p>\n
The circumstances that led to Venezuela depositing roughly half of its gold reserves in the UK date back nearly 20 years. In 2008, Hugo Chavez, a former military officer who had been the first socialist president of Venezuela for nine years, was in power when the nation\u2019s economy was significantly bolstered by rising oil prices. Under his leadership, bolstered by military support, the Venezuelan government restructured the political landscape and nationalized vital industries, including oil and gold mining.<\/p>\n
According to Antulio Rosales, an assistant professor specializing in Latin American social and political economics at York University in Canada, Chavez sought to safeguard some of these assets by storing them abroad. On August 12, 2008, the Central Bank of Venezuela (BCV) requested the Bank of England to establish two accounts to hold gold valued at approximately $1.95 billion at that time, which Rosales estimates to be around 31 metric tons of gold bars.<\/p>\n
“Despite his nationalist stance, Chavez was dependent on foreign investment,” Rosales noted. “He likely aimed to secure interests in various locations outside the U.S.” In 2011, Chavez ordered the return of $11 billion worth of gold that had been stored in other countries for years, but the gold held in the Bank of England remained untouched, with no issues arising for at least the next nine years.<\/p>\n
Following Chavez\u2019s death in 2013, Nicol\u00e1s Maduro, a former union leader, succeeded him as president during a time when global oil prices were plummeting, and Venezuela faced mounting challenges such as violence, hyperinflation, and shortages of essential goods. Despite the political instability, Maduro was re-elected in 2018 in a process that was widely criticized for lacking legitimacy, as numerous countries condemned the election and more than half of the eligible voters abstained.<\/p>\n
In 2020, as the COVID-19 pandemic exacerbated existing humanitarian crises in Venezuela, the Maduro administration urgently sought financial assistance. On March 17, 2020, the government appealed to the United Nations for aid, and shortly thereafter, the BCV requested that the Bank of England transfer a significant portion of the gold’s value to support humanitarian efforts. However, the U.S. and the U.K. did not recognize Maduro’s leadership following the disputed 2018 election, which hindered the BCV board appointed by him from accessing the gold.<\/p>\n
Additionally, Venezuela has been under U.S. sanctions since 2005, which included asset freezes and restrictions on transactions. The U.K. recognized former opposition leader Juan Guaid\u00f3 as the legitimate head of state in 2019 when he declared himself interim president, claiming Maduro had undermined democratic processes. Guaid\u00f3 formed his own BCV board, which Maduro\u2019s government labeled as illegitimate. However, Guaid\u00f3\u2019s attempts to solidify his presidency ultimately failed, leading him to seek refuge in the U.S. in 2023.<\/p>\n
With Guaid\u00f3 absent from Venezuela’s political scene and Maduro captured by U.S. forces in January on charges related to narcoterrorism, the dispute over access to the gold remains unresolved. Reports indicate that the Bank of England is still awaiting a legal determination on who is authorized to manage Venezuela\u2019s accounts.<\/p>\n
On January 5, U.K. Foreign Secretary Yvette Cooper stated that the return of the gold would not occur until Venezuela experiences a democratic transition. “Successive governments have not recognized the Venezuelan regime, which forms the basis for the decision made by the independent Bank of England,” she explained during a session in the House of Commons. “We maintain our non-recognition of the Venezuelan regime as it is crucial to apply pressure for a transition to democracy, reflecting the will of the Venezuelan populace.”<\/p>\n
The Bank of England did not provide a response regarding the duration for which the gold might remain in London.<\/p>\n
