A recent inspection report has disclosed that asylum seekers who protested against their forced transfer to France under the contentious \u201cone in, one out\u201d policy were subjected to waist and leg restraints during their removal from the UK.<\/p>\n
The report, compiled by Charlie Taylor, the chief inspector of prisons for England and Wales, assessed a flight that occurred from January 20 to 21 of this year, indicating that no force was utilized during this specific operation.<\/p>\n
However, the findings also pointed to a flight on January 16, during which force was employed following a sit-down protest by detainees the evening prior. This protest was reportedly quelled with the assistance of \u201cspecialist national resources,\u201d as detailed in the report released on Monday.<\/p>\n
On the January 20-21 flight, 32 detainees, who had arrived in the UK via small boats, were forcibly sent to France in exchange for a similar number of individuals legally brought to the UK from France. Many of these asylum seekers have faced severe persecution, including torture and trafficking.<\/p>\n
The inspection noted four incidents involving the use of force related to the January 16 flight. Waist restraints were applied on three occasions, with one instance where the belt was swiftly removed shortly after takeoff.<\/p>\n
In the other two instances, the detainees remained restrained throughout their transfer due to their \u201ccontinuing resistance,\u201d according to the inspection team\u2019s records. Leg restraints were applied to one detainee while being moved to the transport vehicle and to another during their boarding onto the aircraft. In the first case, the leg restraints were removed quickly, while in the second case, they remained on the detainee throughout the journey.<\/p>\n
Following the resolution of the January 15 protest, detainees scheduled for deportation on the January 21 flight expressed fears regarding potential force being used against them, as stated in the inspection report.<\/p>\n
\u201cDespite some detainees\u2019 apprehensions about the possible use of force during this operation, our inspectors noted that the escort staff maintained a consistent level of professionalism and respect in all interactions,\u201d Taylor remarked.<\/p>\n
Regarding the January 16 flight, he stated, \u201cWe found that any previous use of restraints or control measures was warranted based on the assessed risks.\u201d<\/p>\n
The report also highlighted concerns about inadequate access to interpreters and legal representation for detainees, noting that asylum seekers expressed anxiety about the prospect of becoming homeless in France or facing removal to other countries.<\/p>\n
Emma Ginn, director of Medical Justice, a charity that aids individuals in immigration detention in the UK, remarked, \u201cMost individuals detained under the UK-France scheme, who have been assessed by our independent clinicians in immigration removal centers, have shown clinical signs of torture or trafficking.\u201d<\/p>\n
She expressed profound concern over reports that some individuals taken to aircraft for removal to France had been subjected to force and restrained with waist and leg devices. Ginn emphasized that for survivors of torture, such force can evoke traumatic memories of previous abuse.<\/p>\n
