The spring meetings of the International Monetary Fund (IMF) and the World Bank Group (WBG) are occurring amidst a precarious ceasefire in Iran and shifting geopolitical dynamics. A key objective was to develop a new Climate Change Action Plan (CCAP) for the leading financial supporter of developing nations, with the existing strategy set to expire in June.<\/p>\n
However, it now appears that the new action plan may be postponed, limiting meaningful dialogue on the climate emergency.<\/p>\n
Given the persistent oil crisis, delegates from up to 189 nations expected to focus on renewable energy investments, which are considered vital for ensuring energy security and mitigating market volatility. Additionally, climate finance is critical for poorer nations facing escalating costs from natural disasters like droughts, floods, and storms.<\/p>\n
If conversations around these topics remain muted, the influence of U.S. President Donald Trump is a significant factor. Sources have indicated to the Guardian that the White House is compelling nations to choose between risking a deep divide or downplaying the climate crisis while attempting to insert green initiatives subtly.<\/p>\n
Last fall, U.S. Treasury Secretary Scott Bessent insisted on the removal of specific climate finance goals from the World Bank’s priorities, advocating for an approach that includes funding for gas, oil, and coal. As the largest shareholder of the World Bank, the U.S. controls about 17% of its capital.<\/p>\n
This has raised concerns among other nations, particularly among major developed countries. Senior officials from various international finance and development organizations have reported that the U.S. has exerted pressure on the World Bank, IMF, and other publicly funded entities regarding climate issues.<\/p>\n
While climate topics remain on the agenda, it has been noted that senior officials are \u201cself-censoring,\u201d omitting climate references from reports and projects. Some key nations reportedly prefer to avoid pushing for a new CCAP, a decision experts warn could be detrimental to developing countries.<\/p>\n
Mohamed Adow, director of the think tank Power Shift Africa, remarked, \u201cIt is absurd that, in the midst of an escalating oil crisis, a World Bank meeting might overlook discussions on climate change. Fossil fuels and the climate emergency are deeply interconnected. This moment presents a significant opportunity to hasten the transition away from fossil fuels, offering immense benefits for the global community. It would be tragic if politicians fail to seize this chance.\u201d<\/p>\n
Catherine Abreu, director of the International Climate Politics Hub, stated, \u201cThe spring meetings will serve as a crucial test for these institutions. Will the World Bank and IMF fail to respond to the majority of their members due to the influence of a powerful minority?\u201d<\/p>\n
Under its current CCAP, the World Bank Group has committed to allocating 35% of its funding towards climate-related initiatives, with half of that earmarked for adaptation efforts. The organization has also begun to phase out most investments in fossil fuels, although some loopholes persist. As a leading source of climate financing, many donor nations channel their funds primarily through multilateral development banks.<\/p>\n
At the upcoming Cop29 UN climate summit in Azerbaijan in 2024, countries agreed that at least $1.3 trillion annually should be directed to developing nations by 2035 to assist them in reducing greenhouse gas emissions and managing the impacts of extreme weather. Developed nations pledged $300 billion of that total, and achieving this target is contingent upon the World Bank\u2019s involvement.<\/p>\n
In the last financial year, from July 1, 2024, to June 30, 2025, 48% of the World Bank Group’s financing was recognized as having climate co-benefits based on its criteria.<\/p>\n
A representative from the World Bank Group stated, \u201cWe assist public and private clients in achieving their sustainable development objectives. This includes the development of low-carbon, resilient infrastructure and energy systems that responsibly manage emissions, enabling countries to generate jobs and promote growth. We will finance the most effective solutions for countries, utilizing a least-cost, reliable mix to meet their needs while managing emissions responsibly. There is strong demand for both adaptation and mitigation support from our clients. Over the last decade, 215 million people have gained new or improved access to electricity through our current energy programs, and we anticipate this figure will rise to 575 million.\u201d<\/p>\n
Lord Stern, a former chief economist of the World Bank and current professor at the London School of Economics, emphasized that significant progress can still be made without overtly labeling projects as climate-related. \u201cThere\u2019s no need to prominently label these initiatives as climate-focused; they are simply sound investments,\u201d he explained.<\/p>\n
\u201cThe U.S. may be applying pressure on the World Bank, but they can still engage in initiatives related to agriculture, forestry, water, energy, and public transportation\u2014areas that are crucial to addressing the climate crisis without explicitly referencing climate change,\u201d he added. He pointed to urban rail systems in developing countries as key components of the climate narrative. \u201cMetro systems in crowded cities play a vital role in the climate discussion. Why would the U.S. oppose such projects? Constructing a metro system is not covert climate action; it\u2019s simply a matter of improving urban infrastructure.\u201d<\/p>\n
