Some local councils in South Australia are considering raising property rates above inflation this year as they face significant financial challenges stemming from the ongoing fuel crisis. One council has indicated that the expenses associated with various infrastructure initiatives could increase by as much as 50%. Another council expressed concern over “difficult financial decisions” if the fuel crisis continues to persist.<\/p>\n
As the 68 councils in the state prepare to finalize their annual budgets ahead of the upcoming financial year, several councils are already experiencing weekly budgetary losses of around $10,000 and potential project cost increases of up to 50%, largely due to surging diesel and bitumen prices.<\/p>\n
The peak body representing local governments in the state has reported that while fundamental services like waste collection remain unaffected, the fuel crisis could lead to discussions about reducing other services, raising rates, or increasing debt levels.<\/p>\n
Meanwhile, civil contractors in the region have warned that any project is at risk of going over budget, with some businesses potentially facing insolvency due to fixed-price contracts for public works.<\/p>\n
Mount Barker District Council, one of the fastest-growing areas near Adelaide, is contemplating postponing some road projects while seeking additional grant funding from state and federal sources. A recent report from the council indicated that the initial financial impact of the fuel crisis could range from $40,000 to $50,000 each month.<\/p>\n
The availability of bitumen is also described as “uncertain beyond one month” in the report. It noted that project costs could rise by 20% to 50%, affecting a $2.25 million upgrade of Bollen Road in Mount Barker.<\/p>\n
Phil Burton, the general manager for infrastructure and the environment at Mount Barker, stated that the rising cost of bitumen is significantly impacting ongoing road projects, including those yet to commence. He emphasized that the council is wary of starting projects that may not be completed due to budget constraints.<\/p>\n
Mr. Burton projected that if the fuel crisis extends, the financial impact on the council’s budget could reach $500,000 annually, which represents 1% of the estimated $46 million in general rates revenue. He mentioned that the council is seeking “efficiencies,” potentially involving the postponement of projects into the following year, to keep rate increases aligned with the consumer price index (CPI).<\/p>\n
He noted that the council would absorb some of these costs for the current financial year but the real challenge will arise in the next year as they strive to adhere to their budget strategy while managing rate increases in line with CPI.<\/p>\n
As for Mount Barker’s capital works program, valued at around $50 million, Mr. Burton expects a 20% to 30% increase in project costs. He advocates for a shared approach to pain with funding bodies, stating, “We have reached out to them to explore any possibility of additional funding to keep these projects viable.” He added that Mount Barker isn’t alone in facing these challenges; all councils are experiencing similar difficulties.<\/p>\n
Jess Tucker, the chief executive of the Civil Contractors Federation SA, noted that bitumen prices have surged by as much as 40%, indicating that the risk of budget overruns affects all projects at present. She warned that ongoing price increases are unsustainable.<\/p>\n
The Adelaide City Council is also feeling the financial strain. City councillors are set to review a proposed rate increase of 5.6% for the 2026\/27 budget, up from an earlier estimate of 5.1% due to unexpectedly high inflation rates. The previous projections relied on an anticipated CPI of 2.5%, which has since risen to 3.4%.<\/p>\n
The budget report suggests measures such as optimizing equipment use and cutting back on maintenance in areas with low visitor traffic to save costs. Lord Mayor Jane Lomax-Smith highlighted the need for the council to effectively manage expenses, stating, “We must carefully assess how to reduce costs while ensuring we maintain our core services.” She reiterated that no final decisions have been made yet and emphasized the importance of balancing income with service expenditures.<\/p>\n
The fuel crisis poses a particular challenge for regional councils that manage extensive road networks.
