A proposed funding initiative aimed at securing \u00a3100 million from private investors for essential nature restoration efforts in Scotland has collapsed, and this development was not communicated to the Scottish Parliament.<\/p>\n
According to information obtained by The Guardian, the investment firm Aberdeen chose to withdraw from its partnership with NatureScot, the governmental agency responsible for conservation, in late 2022. This partnership was intended to attract at least \u00a3100 million from both commercial and private investors for environmental projects.<\/p>\n
Scottish government officials failed to mention this withdrawal when Labour MSP Rhoda Grant inquired about the status of what was known as the nature investment partnership during a parliamentary session. Jim Fairlie, the minister for agriculture from the Scottish National Party, provided minimal information, stating that NatureScot “continues to engage with a range of investors” and that “no private finance has yet been directed through the partnership into on-the-ground projects.”<\/p>\n
Insiders familiar with the situation reported that by December 2022, it had become evident that Aberdeen was backing out due to concerns over insufficient investment returns. In February, NatureScot informed stakeholders of this withdrawal.<\/p>\n
Both NatureScot and Aberdeen opted not to confirm or deny the withdrawal, citing civil service regulations that restrict public entities from commenting on matters not publicly disclosed during election periods.<\/p>\n
Despite the withdrawal, Aberdeen remains listed as a partner on NatureScot\u2019s website.<\/p>\n
Jackie Baillie, the deputy leader of Scottish Labour, has called for an immediate explanation, claiming, “It appears that Jim Fairlie and the SNP concealed the failure of this project to avoid embarrassment for their government ahead of the election.” She emphasized the necessity for transparency regarding the reasons behind the collapse and its implications for crucial nature restoration work.<\/p>\n
An SNP representative did not refute the claims about Aberdeen’s withdrawal nor clarify whether Fairlie was aware of this change in March. They maintained that the inquiry made by Grant was too vague, as it did not specifically name Aberdeen.<\/p>\n
The spokesperson reassured that the nature investment partnership remains a key aspect of securing private funding for nature restoration endeavors, asserting, “The SNP will continue to endorse responsible private investment in natural capital, focusing on ensuring that innovative financing methods yield ethical and effective investments in nature restoration projects that benefit rural communities and businesses.”<\/p>\n
This marks the second instance where NatureScot’s attempts to engage private investors for the multi-billion pound costs associated with nature restoration have faltered.<\/p>\n
Initially introduced in early 2023 by former Scottish Greens minister Lorna Slater, who is a candidate in the upcoming May election, the initiative aimed to attract up to \u00a32 billion in private funding to plant millions of native trees and rejuvenate degraded peatlands. Slater established agreements with Hampden & Co, a smaller private bank, along with investment firms Palladium and Lombard Odier. NatureScot estimated that this funding could support the planting of 185,000 hectares of new woodland, which would sequester around 28 million tonnes of CO2 over the next three decades.<\/p>\n
However, skepticism from conservation and finance experts quickly surfaced, and the initial arrangements disintegrated. Few pension funds, banks, or private investors are willing to invest in nature recovery due to low, long-term, and uncertain returns.<\/p>\n
NatureScot’s strategy involved private investors covering the costs of tree planting not met by public subsidies while compensating landowners for land use. In return, they would share profits from carbon credits once the forests matured.<\/p>\n
Aberdeen later stepped in with a more modest objective of raising \u00a3100 million. By September 2022, the only financial commitment came from the UK government’s national wealth fund, which has since retracted its \u00a350 million offer due to the absence of matching funds from Aberdeen.<\/p>\n
Tom Gegg, a nature finance expert who previously worked for Palladium, criticized the reliance on private financing instead of government investment, stating that it highlights significant flaws in the funding model. In a blog post for Future Economy Scotland, Gegg estimated that by 2040, Scotland would face a funding shortfall of approximately \u00a36.6 billion for nature restoration. He advocated for state-owned investment banks to assume responsibility for funding these efforts.<\/p>\n
\u201cGrowing trees is a very slow way to generate profit. If investors directed resources into wind farms, for instance, they could start seeing revenue from electricity sales relatively quickly after the turbines are operational,\u201d he explained.<\/p>\n
Laurie Macfarlane, co-director of Future Economy Scotland, remarked, “While it is encouraging that policymakers are beginning to recognize the reality of the situation, the lack of transparency is deeply troubling. Restoring woodlands and peatlands is essential for Scotland\u2019s net zero goals, yet there is no credible strategy for achieving these targets.” He concluded, “It is imperative to acknowledge that nature is a public asset, and reaching these goals will necessitate coordinated public investment.
