Cuba could potentially overcome the restrictive energy blockade imposed by the United States with a strategic investment of $8 billion in renewable energy, according to a recent analysis by a think tank. The report suggests that such an investment could enable the nation to lead its Caribbean neighbors towards a sustainable energy future.<\/p>\n
The analysis indicates that an $8 billion investment would facilitate the development of renewable energy sources sufficient to meet 93.4% of Cuba’s electricity generation requirements. For a total investment of less than $20 billion, Cuba could achieve the milestone of becoming the first Caribbean nation to establish a fully renewable energy grid.<\/p>\n
This analysis emerges at a time when Cuba faces severe repercussions from the U.S. energy blockade which has been affecting its communist government, characterized by Washington as having a “malign influence” in the area.<\/p>\n
Since the beginning of the year, Cuba has received only one oil shipment from Russia, a situation exacerbated by an executive order signed by Donald Trump, which threatened tariffs on any country supplying oil to the island.<\/p>\n
By March, Cuba\u2019s national electric grid faced a significant breakdown, leading to widespread blackouts for its 10 million citizens. Hospitals experienced power outages in intensive care units, and essential services, including transport and industry, were severely disrupted. Trump commented on the situation, expressing his belief that he would be taking credit for changes in Cuba.<\/p>\n
The Transition Security Project (TSP) of the Common Wealth think tank analyzed how Cuba could achieve energy independence from the U.S. by transitioning to a grid powered entirely by renewable resources. This shift would not only mitigate Cuba’s vulnerability but also present a model for other nations in the region.<\/p>\n
Kevin Cashman, a researcher with TSP, emphasized that the U.S. energy strategy aims to solidify dependence on fossil fuels and hinder the transition to greener alternatives. However, the declining costs of solar energy and battery storage present a challenge to this strategy.<\/p>\n
Cashman noted, \u201cFor nations like Cuba, which possess immense renewable energy potential yet face blackouts and hardship due to an unjust U.S. energy blockade, transitioning to green electricity would diminish U.S. influence and serve as a significant example globally.\u201d<\/p>\n
The TSP analysis explored four different scenarios, concluding that while a fully renewable grid could cost about $19.2 billion, an investment of $8 billion could effectively eliminate Cuba’s dependence on imported fossil fuels. Even a $5 billion investment could reduce reliance on fossil fuels to just 20% of its electricity generation.<\/p>\n
In the most ambitious scenario, three-quarters of electricity generation would come from solar power, with wind contributing one-fifth, while hydropower and bioenergy would supply the rest. More cost-effective scenarios would see a greater reliance on wind and bioenergy.<\/p>\n
The report highlighted that electricity generated through renewable investments would be cheaper than current practices, with the cost per kilowatt-hour decreasing from 14.3 cents in the baseline scenario to as low as 6.5 cents with an $8 billion investment, compared to 9.9 cents in the fully renewable scenario.<\/p>\n
While the transition would necessitate significant societal changes, Cuba has successfully undergone transformations before, notably after the Soviet Union’s collapse in the 1990s when it shifted towards agroecology and self-sufficiency.<\/p>\n
In the past year, the Cuban government has already installed over 1,000 MW of solar power, supported by Chinese investments and expertise.<\/p>\n
This raises the question of funding: \u201cFinancing this transition should be regarded as reparative climate finance,\u201d the report states.
