Family members and friends are honoring the memory of Ellen Fraser-Barbour, a prominent disability advocate who tragically passed away on Sunday at a swimming location in the Northern Territory.

Sam Paior, who founded the disability advocacy organization The Growing Space, recalled first meeting Dr. Fraser-Barbour when she was just 19, during her application to volunteer for the Dignity for Disability Party in South Australia in 2019. “We spent considerable time together, especially during and after the COVID pandemic, hiking on various trails,” Ms. Paior noted. “Ellen’s influence on disability advocacy in our state is unparalleled; she was truly extraordinary.”

Dr. Fraser-Barbour completed her PhD at Flinders University in 2024, focusing her research on enhancing safety and respect for individuals living in group home settings by prioritizing their voices and experiences. She shared her personal encounters with ableism in multiple forums, including the ABC, where she discussed her lived experiences concerning facial differences.

As a policy and research leader with JFA Purple Orange, Dr. Fraser-Barbour was recognized for her substantial contributions during her five years with the organization. Tracey Wallace, the interim chief executive, commended her for the “incredible impact” she made, leveraging her research and advocacy skills to address critical policy issues related to safety, belonging, and autonomy in shared disability accommodations.

Dr. Fraser-Barbour was instrumental in organizing JFA Purple Orange’s inaugural Disability Election Forum in preparation for the South Australian 2026 elections. Ms. Wallace stated that her efforts were vital to the success of this significant event, underscoring that her work would leave a lasting mark on the community.

Former South Australian Human Services Minister Nat Cook characterized Dr. Fraser-Barbour as a “fearless” advocate, highlighting her contributions to the first Ministerial Disability Advisory Council. “She stood out as a powerful voice for articulating the challenges faced by people with disabilities in our society,” Ms. Cook said, adding that Ellen was always focused on fostering greater community awareness and understanding.

Ms. Paior further described Dr. Fraser-Barbour as a thoughtful individual who was dedicated to fitness and enjoyed outdoor adventures. “She embraced fitness wholeheartedly, engaging in various strength training activities,” she remarked. “Conversations with Ellen were always profound; we never discussed trivial matters. Instead, we delved into topics that truly mattered.”

A spokesperson for the Northern Territory police confirmed on Monday that Dr. Fraser-Barbour had been at the popular tourist site with friends at the time of the incident. “Next of kin have been informed, and while the preliminary cause of death is suspected to be drowning, an autopsy has yet to be conducted,” they stated.
