The initial stage of Census 2027 commenced on Thursday in the regions of New Delhi and Delhi Cantonment. This first phase focuses on compiling a list of households and conducting house enumeration.
Between April 16 and 18, a total of 569 enumerators, along with their supervisors, will assess their designated House-Listing Blocks (HLBs) to confirm their operational areas and create layout maps. This process aims to ensure that all buildings in their assigned blocks are accounted for without omissions or repetitions, according to officials.
The subsequent door-to-door enumeration survey is set to begin on April 19.
In the New Delhi sub-division, there are 473 HLBs managed by nine officers, while the Delhi Cantonment sub-division has 96 HLBs overseen by a single officer.
A senior official from the New Delhi District Magistrate’s office noted, “For the first time, this entire process is being carried out digitally through the ‘Census 2027-HLO’ mobile application. Additionally, the Self-Enumeration method, which concluded on Wednesday, has allowed individuals to provide their own information via the online portal.”
During the enumerators’ visits, households will need to present their Self-Enumeration IDs for verification before the data is submitted.
Officials highlighted that digital data collection will alleviate the workload involved in preparing working sheets and abstracts, as well as minimize the risk of duplication, ultimately saving time and effort.
The house listing exercise in the city will span two 30-day periods. It will be conducted in the NDMC and Delhi Cantonment areas from April 16 to May 15, followed by the MCD areas from May 16 to June 15.
The Ministry of Home Affairs (MHA) has released a list of 33 inquiries to be posed to individuals during the house listing and housing census. These questions will cover various aspects, including building number, census house number, the primary materials used for the floor, walls, and roof, the utilization and condition of the house, the total number of residents in the household, and the name of the household head.
Additional queries will address home ownership, the number of rooms, the main source of drinking water and lighting, access to toilets and bathrooms, cooking fuel, as well as the use of radios, televisions, computers, laptops, bicycles, cars, and mobile phones. Information regarding the main cereal consumed will also be collected, as per the official notification.
Following Phase 1, the population enumeration will take place in February 2027, focusing on gathering demographic and socio-economic data.
