Iran Declines Participation in US Matches: A Looming Football Crisis for the 2026 FIFA World Cup

With less than two months remaining until the World Cup begins, tensions between two nations and the confusion surrounding FIFA’s leadership have added a layer of drama to the upcoming tournament.

The Iranian government has made it clear that its team will not travel to the United States, where they are scheduled to play all three of their group matches. The U.S. co-hosts, led by Donald Trump, have stated that Iran is welcome but cautioned that their presence could be detrimental to their safety. Iran has proposed relocating their games to Mexico, but FIFA has rejected this suggestion, asserting that Iran will participate as planned despite the logistical challenges involved in such a last-minute change.

Just weeks before failed peace negotiations in Islamabad, Iranian sports minister Ahmad Donyamali stated that participation in the tournament is impossible due to the actions of what he termed the “corrupt U.S. regime” that has harmed Iranian leaders. In response, Trump stated on social media that it would be inappropriate for Iran to attend, further aggravating tensions and solidifying Iran’s stance against playing in the U.S.

Despite these challenges, Iran’s leadership has emphasized that they do not intend to boycott the World Cup, hoping that FIFA might relent and agree to move their matches to either Mexico or Canada. However, FIFA’s president Gianni Infantino firmly stated that the games will occur as scheduled, following the draw made last December and associated logistical arrangements.

Relocating matches to Mexico is fraught with complications. The draw was finalized months ago, and travel plans, team accommodations, and ticket sales have already been established. Other teams in the group, including Belgium, New Zealand, and Egypt, would also need to consent to a change in venue. Concerns about playing in Mexico, particularly at the high-altitude Azteca Stadium, add to the complications, as teams worry about the effects of thin air and heat. Additionally, if Iran advances to the knockout stage, potential matchups against the U.S. would necessitate further adjustments to the schedule.

In the event of Iran’s withdrawal, FIFA could potentially replace them with another team, such as Bolivia or Italy, both of which have been considered as possible substitutes. However, FIFA’s guidelines regarding team withdrawals are vague, granting the organization considerable discretion in handling such situations. Clause 6.7 of the tournament regulations states that FIFA will determine the course of action if a team withdraws, which may include replacing the team with another association.

Nevertheless, navigating this process could prove complex, as FIFA must consider the preferences of its member associations and maintain positive relationships with significant nations like China and Russia, both of which have shown support for Iran’s participation. Some observers question Infantino’s impartiality, given his connections with Trump, as he attempts to mediate between Tehran and Washington.

Historically, instances of a team withdrawing from the World Cup after qualification are rare. The last occurrence was in the 1950 tournament in Brazil when teams like Turkey, France, Scotland, and India opted out for various reasons. India cited financial constraints, while France had safety concerns, Turkey faced travel issues, and Scotland adhered to a commitment based on their performance in qualifying matches.

While there were threats of boycotts before the 1978 World Cup in Argentina, none materialized, aside from individual players like Johan Cruyff. The reluctance to participate has been more common in earlier eras, with notable instances of withdrawals in the 1930s, including Uruguay’s absence in 1934 due to grievances from previous tournaments.
